Abstract
교육인적자원부는 2007년 4월 6일 영어교육 혁신방안으 일환으로 EBS 영어교육방송과 무료 영어학습 인터넷 사이트를 개설하여 충분한 질적 수준을 갖춘 영어 학습 콘텐츠를 제작하고, 프로그램의 수준 및 내용을 세분화, 다양화 함으로써, 실용 영어교육을 강화하고, 영어 관련 사교육비 경감 및 지역계층간 영어 학습 격차 해소를 추진하고 있다. 또한 EBSe 사이트에서는 각 학년의 영어 교과서 단원 주제와 학습 내용에 맞추어 학교 영어 수업의 예습과 복습을 위한 보충학습 자료로서 초등 영어 교육방송 프로그램을 제작하여 방영하였으며 지금은 시간과 장소에 구애받지 않고 편리하게 활용할 수 있도록 인터넷 홈페이지를 통해 VOD 서비스를 제공하고 있다.
It is essential for those who live in global era to acquire English, which is a global language in the world, and to have a good command of English in order to share knowledge and information. However it is hard for learners to have basic communication skills in EFL, where they do not have sufficient input and output. Therefore, it is necessary to make a complement to overcome these limitations for an effective English education. For this reason, since 2007 Ministry of Education, Science and Technology has established EBS English and free Internet websites of learning English to innovate English education. Those programs have developed higher levels of contents to help learners study English, trying to overcome the “English divide” often caused by the social-economic divide.
Learning English at home through the EBS Elementary English VOD services can be more effective to improve English ability than through private education. The VOD service can be used effectively in English classes in schools as well as serve as complementary materials of learning English at home. The goal of this study is to examine the perceptions of teachers and students about the practical use, effects and improvements of EBS Elementary VOD Programs. To this end, the present study deals with the followingtwo research questions:
(1) How do teachers and students use EBS Elementary VOD Programs?;
(2) How do they perceive of EBS Elementary VOD Programs?
Based on the analysis of the questionnaire data, the present study found that 75.3% of students and 68.6% of teachers well know about EBS Elementary VOD Programs, and that they have quite much experience of the programs. In terms of proper time to use the programs at one time, 46.9% of students answered 30 minutes-1 hour is proper time at home, while 43.3% of teachers answered 5-10 minutes is proper and 30.0% of them answered 10-15 minutes when the programs are used in classrooms. It was also found that teachers and students are satisfied with the explanation of the teachers in the VOD Programs, and they think that using EBS Elementary VOD Programs would be beneficial to learn English. However, students and teachers think that using the VOD Programs could not be that helpful to solve the ‘English divide’ or to reduce the cost of private education.
Therefore, if private education of learning English is to become reduced, and if our English education in EFL environment is to be further developed, the contents of EBS Elementary VOD Programs should be improved further and change from one-sided teaching to mutual communication between students and teachers.
