지역제한 입찰의 대상금액 상향조정에 따른 지역별 건설업체 영향 분석

Abstract

본 연구는 지방자치단체의 지역제한 입찰 대상금액 상향 조정이 지역소재 건설업체에 미치는 영향을 분석하였다. 지역업체의 대상은 서울시, 부산, 대구, 인천, 광주, 대전 및 울산으로 총 6개 도시로 하였다. 분석내용은 공공공사 부분의 최근 10년간 건설업종별 업체수, 지역별, 수주건수, 수주금액에 대한 통계현황을 기준으로 하였다. 연구 결과는 다음과 같다.

1. 지방자치단체의 지역제한 입찰 대상금액이 1995년부터 2005년까지 50억원 이하, 2005년부터 70억원 이하로 상향조정 되었다. 분석결과에 따르면, 이 영향으로 인해 지역 건설업체의 수주금액이 크게 향상된 것으로 나타났다. 2. 조사대상 6개 지역의 일반건설업체 등록분포는 2000～2003년에 크게 증가(2,899사에서 5,071사로)하였으며, 이후 2009년에는 4,172개사로 감소하였다. 3. 수주총액은 1999～2002년(2조8천591억원에서 1조8천121억원으로)까지 감소하였다가 2006년 3조1,994억원으로 증가하였으나, 2009년에는 2조3,467억원으로서 다시 감소한 것으로 나타났다. 4. 제한입찰 대상금액 상향조정 이후 지역업체 전체의 총수주금액은 17.5%(1조2,456억원) 증가하였다. 또한, 업체당 평균수주금액은 18%(5천8백만원), 건당 평균계약금액은 16%(4억1천2백만원) 증가한 것으로 나타났다. 5. 업종별 업체당 평균계약금액은 토목공사업이 26%(1억1백만원), 건축공사업 15%(2천7백만원), 산업설비 및 조경공사업이 6%(3천2백만원) 증가한 것으로 나타났다. 6. 지역별 일반건설업체당 평균계약금액 증가는 울산이 9천3백만원으로 가장 높고, 광주 8천6백만원, 부산 7천7백만원, 대전 7천5백만원, 대구 6천3백만원, 인천 6천1백만원, 서울 4천2백만원의 순으로 나타났다. 7. 지방자치단체의 지역제한 입찰 대상금액 상향으로 인하여 지역 건설업체의 수주금액이 대체로 증가한 것으로 나타났다. 그러나 이러한 긍정적 영향도 지방자치단체의 적격심사 기준에서 일정 수준 이상인 업체만 해당되므로 그 이하인 지역소재 업체까지 확대하기 위해서는 더욱 다양한 제도보완이 필요할 것으로 본다.

This study was intended to evaluate the effect on local builders by raising the ceiling of the contract value by municipal governments for the construction projects restricted by region. Among the regions for evaluation were 6 cities including Seoul, Busan, Daegu, Incheon, Gwangju, Daejeon and Ulsan. The analysis was based on number of builders by type of work, number of orders awarded by region and contract values for last 10 years. The outcome of the study is as follows.

1. The ceiling of the contract value only for the local builders was upward adjusted by the local governments from \5billion during the period 1995 till 2005 to \7 billion in 2005, which resulted in significant increase in contract value awarded to local contractors. 2. Number of construction firms registered at 6 regions was significantly increased during the period 2000～2003(2,899 to 5,071) which was then decreased to 4,172 in 2009. 3. Total contract amount awarded was decreased during the period 1999～2003(\2.8591 trillion to \1.8121 trillion) which was increased to \3.1994 trillion in 2006, but fell to \2.3467 trillion again in 2009. 4. Since the ceiling of the contract value was upward adjusted, total amount awarded by the local contractors rose by 17.5%(\1.2456 trillion) and the average amount awarded per contractor was surged by 18% (\58 million) and average contract value per project was also increased by 16%(\412 million) 5. Average contract value awarded per contractor by type of work was increased by 26%(\101million) in civil work, 15%(\27 million) in building work and industrial facilities and landscape was 6% \32 million) 6. When it comes to increase in average contract value awarded per contractor by region, Ulsan recorded the highest with \93 million, followed by Gwangju \86 million, Busan \77 million, Daejeon \75 million, Daegu \63 million, Incheon \61million and Seoul \42million. 7. The contract values awarded by local builders were generally increased thanks to upward adjustment of maximum contract value for the local bidders but such positive effect was granted only to the certain level of qualified bidders who were classified to be eligible according to the pre-qualification evaluation by the local governments . Thus further supplementary system will be needed to accommodate even the smaller bidders in the region.
