PMIS의 효율적 구축모델을 위한 개선방향에 관한 연구

Abstract

국내 건설 산업은 해외 건설시장 개방과 해외 기업들의 국내진출로 인하여 경쟁이 점점 심화되고 있는 실정이다. 따라서 국내?외 상황에 탄력적으로 대응하기 위해서는 국내 건설업체의 미래지향적인 안목과 지속적인 기술개발로 해외 선진기업과 나란히 경쟁할 수 있는 프로젝트 수행능력을 향상시켜야 할 필요성이 강조되고 있다. 또한 건설사업의 대형화·복잡화·전문화와 신기술·신공법의 발전, 고객의 요구 및 새로운 제도의 도입과 변화 등과 같은 다양한 요인으로 인해 건설시장의 경쟁이 더욱 치열하여 비용 상승과 이윤 감소 등의 문제를 초래하고 있다. 지금까지 PMIS(Project Management Information System)는 주로 대형 건설 회사를 중심으로 구축되어 현장관리에서 발생하는 실질적인 성과를 바탕으로 기술력 향상을 도모하기 위한 수단으로서 운영되고 있으나, 투자대비 효과가 예상기대에는 여전히 미치지 못하고 있는 실정이다. 이는 각 기업마다 프로젝트관리시스템에 대한 구축목표, 운영전략, 적용범위, 모델설정 등의 방향성이 정확하게 명시되지 않았으며, 결과분석과 성과평가를 위한 모델이 제대로 실행되지 않은 결과이다. 효율적인 정보관리시스템을 구축하기 위한 모델과 방향에 관한 다양한 연구와 방법들이 꾸준히 진행되고 있으나, 이러한 접근들은 주로 솔루션 개발업체의 IT환경변화에 따른 기술적이고 기능적인 부분에 편중되어 있어 건설 산업의 변화와 요구에 대한 실질적인 정보관리시스템 구축에는 충분히 반영되지 못하고 있는 실정이다. 또한 현재의 PMIS는 주로 시공단계에 이루어지기 때문에 사업초기 단계에서 발주자의 기획의도에 따른 다양한 시설물의 배치, 새로운 시설물의 추가 및 제거, 수요변화 등에는 사용하지 못하고 있다. PMIS구축시 시공사는 Multi-PM의 사업관리와 ERP의 기능을 보완한 자원 및 원가관리, 3D/4D-CAD와 BIM이 접목된 시각적 형상화에 GIS기술을 활용한 실시간 시공-공정관리로 위험축소와 비용절감을 도모하고, RFID기술을 이용한 자재-구매관리와 지역적으로 산재해 있는 현장의 원격제어로 효율적 관리를 위한 기능개선에 중점을 두었다. 그림 4.3과 같이 감리사도 Multi-PM의 프로젝트관리와 KMS의 지식관리, QMS의 품질관리, CM 등의 사업관리에 정보기술의 장점을 연계하여 효용가치를 높일 수 있을 것이다.

PMIS of construction enterprises have advanced the actualization of an construction industry information system, along with continual promoting the CALS by the government and applying of the CITIS in construction field. The approach and application were limited for the operated systems by the government and construction enterprises were single closed form in most cases. From this time forward, those system need to be developed as more competitive national knowledge business as to two way transmitting and receiving system of opened integration management and wilding management system of sharing knowledge. This research will raise several points after examining theories regarding and surveying the present condition of domestic and foreign construction business PMIS. It presents a improvement direction and a model in order to build more efficient and practical project integrated management system based on questionnaire survey from a few of construction and supervision companies. I wish that various and high quality information system would be prepared by the government in close future based on expanding a development scope of multi-complex project management system and building a national construction portal system which connected with international computerization network.
