- Reinventing the Long Term In-home Care Service for the Old Veterans
- Abstract
- Social structure is being changed, as population structure has become the aging all over the world. In Korea, The elderly population of over 65 year old accounts for 4,383,000 persons as a rate of 9.1% of the national total population in 2005. Especially, In case of the recipients of the nation merit reward are rapidly aging because it's special character. The number of veterans over 70 year old accounts for 47.3% of all veterans. Including veterans over 60 year old, it accounts for 70.8% of them. In this regard, policy for old veteran's lifetime needs to operate systematically.
The policy of veterans affairs is focusing on the expansion of the pension level and medical facilities as yet. But the old veterans want social services which support their real life. This services have been operated in social welfare policy. Welfare policy of veterans affairs was superior to that of the public until 1980s. However, this situation is reversing nowadays.
This research suggests that services for elderly veterans introduce in concept of consumer-direct, in-home care and EBT(electronic benefit transfer). In other words, service must be changed delivery system from provider-directed to consumer-directed, service place from facilities to in-home and EBT introduction in social service management.
In order to examine the in-home care, in chapter 3 of this paper shows various case of in-home care services for the elderly operating in united states, britain and japan is searched. In this cases were found several important common services. Some in-home care service lists of ministry of patriots and veterans affairs(MPVA) is introduced in chapter 4. And comparing in-home care service between ministry for health, welfare and family affairs(MIHWAF) and ministry of patriots and veterans affairs(MPVA) is in chapter 5.
In conclusion, this research is offering 3 schemes. First, enhancing the consumer-directed or consumer-based character for the existing policy of in-home care service for old veterans. Second, unifying with public social welfare service policy. Third, the compromising between public social welfare service policy and veterans affairs service policy could be the most realistic and appropriate measures.
