부산항운노동조합의 조직운영의 실태와 개선방안

Abstract

본 논문의 목적은 부산항운노동조합이 간부중심이 아니라 조합원 중심의 노동조합으로 거듭날 수 있는 방안을 제시하는 것이다. 이를 위해 문헌연구방법을 사용하여 부산항운노동조합의 내부 실태와 문제점을 분석하고 이를 토대로 개선방안을 제시하였다. 우선 조직구조에 있어서 노조 집행간부의 과잉인원과 방만한 운영, 의사결정기구와 집행구조의 구성과 기능은 형식적인 수준에 머물러 있다. 재정운영에 있어 상용과 비상용 부두의 노조비 납부의 기준 차별, 쟁의기금의 납부 등은 조합원의 부담으로 작용하며 합리적인 재정운영과 불필요한 부분의 지출을 줄여 개선시켜야 하며 지부라는 명칭에 맞는 권한을(지부집행간부, 단체교섭권한, 지부규정 등) 부여하여 하며 선거제도에 있어서도 직선제로 인한 비용증가와 계파간의 갈등, 업무공백을 줄여야 한다. 개선방안으로는 조직구조의 민주화를 높여야하고, 인사위원회 및 운영위원회 구성과 권한에 대한 재정립, 재정운영에 있어 예산배정과 항목 재정비, 임.단협 교섭시 쟁의부 기능정비 및 지부에 실질적인 권한 부여, 위원장 대의원대회(간선제)에서 선출하고 지부장은 직선제로 선출하는 방법등이 있을 것이다. 부산항운노동조합의 내부조직운영을 서둘러 개혁하고 변화해야 하는 이유는 노동조합으로써 민주적인 운영은 당연한 것이며 또 다른 이유는 항만의 변화에 따른 노동환경의 급속한 변화에 능동적이고 적극적으로 대응하기 위해서이다. 이러한 대응에 있어서 본 논문이 제시한 바와 같이 우선적으로 최소한 조직운영에 있어 서둘러 정비하고 개혁하여야 하다. 향후 부산항운노동조합은 이러한 부분을 어떻게 개선하고 운영하는가에 따라 앞으로 새로운 모습으로 거듭날 것인지 도태될 것인지 그 모습이 결정될 것이다.

The object of this study is to present the plan for Busan Port Transport Worker’s Union to reborn as a worker’s union with union members not with the managing staff as the central figure. For this, I analyzed the problems and the internal situation of Busan Port Transport Worker’s Union with literature research method and presented the plan to improve based on it. First of all, the organization structure has supernumeraries of enforcement union officers, and operates recklessly, and has been staying in the formal level of the function and organization of decision-making body and executive. For the financial operations, the union has to improve by reducing unnecessary expenses and reasonable financial operations, because its distinction of union fee between commercial and noncommercialquay and the payment of dispute funds are working as burden of union members. And it also has to grant the right authority for branches(enforcement officers of branches, the collective bargaining authority, the policy for branches and others), and to reduce the cost increase by a direct election system, a feud with factions and business vacuum. The plans to improve are to raise democratization of organizational structure, to reestablish the authority and organization of a personnel committee and steering committee, to reestablish the items and budget allocation of the finance, to consolidate the functions of the strike department and to grant an actual authority to branches during the collective bargaining, and to elect chairperson at the convention meeting by the indirect election system and to elect the manager of a branch office by the direct election system, and etc.. The reason, why Busan Port Transport Worker’s Union has to reform its internal organization in haste, is because democratic operation is natural for a labor union, and to actively and positively cope with the rapid changes of labor environment by the change of port. For this countermeasure, as presenting at this study, it has to reform to minimum organization for the first. Future Busan Port Transport Worker’sUnion will be decided its form whether it will reborn with new form or be select by how it reforms and operates these part.
