The proportion of private university in our nation is very high condition, in case of 97% collage and 79% university. Private investment of collage scale is a thous and billion won every year, and two hundred billion won is invested by private Investment Project. This Facilities are leased by earning subject to possibility things at korea social promotion foundation's investigation in 2006. We judged more higher then now. But, Domestic collages hesitate impulse except dormitory of mortgage profitable. There are many kinds of reasons, But the basical reasons are impulsing in case of private Investment is 1.5 times or 2 times raise the basis of regularity amount then supply amount. As a impulsing in order effect does not exist improvement judge. So, Our research provided a method as a essential method analysis of eligibility to analice private university. Ordinally, analysis of eligibility economical enterprise come into force hold a dominant position. The focus of the Government's analysis of private investment applicate private school and we served VFM analysis. The results of research upper methods expect that Private University and Collage can invest private VFM analysis as a right to decision. In spite of VFM of private school served methods at that time more improvement of efforts about necessity. Specially The risk of division problem of political VFM analysis proceeds the other side keep up an impartial judgement problem. In the straight VFM analysis, an item of calculation added amount, the judgement of total and straight VFM analysis effects and qualitative analysis about VFM effects devide and so many things.
