環境保全을 考慮한 未來 軍事施設 整備方案 硏究

Abstract

Since the foundation of the Army, there has been continuous demands for the closing or moving of military facilities due to social environment change and military environment. Especially, as the basic law of National Defense 2020 has been announced to change the Army to an information ? technology intensive, elite force structure, and also reduce the number of soldiers and units, the Army is planning to establish a general development plan for military facilities and proceed it by stages. To do this, the Army must proceed its general development plan of future military facilities considering environmental preservation in connection with the government national land general plan. Also, close cooperation is needed to reflect the military facility plan to the city plan of local governments. Especially, areas scheduled to hold military facilities must evaluate possible damage to the environment prior to holding conferences with environment NGO's and local government branches. Also, restoration plans must be made due to the waste that comes from non-utilized camps and relocated facilities. Consequently, research was done on how future Military Facility Development Plans can focus on factors that can influence the local environment, resulting in a number of objectives for upcoming development plans. First environment analysis and damage evaluations must be taken during the early stages. Environmental precautions should be taken via collaboration with government bureaus such as environment department. Secondly, task forces and manpower will be needed for environment-friendly management and relocation of military facilities. Professional help should be allocated through cooperation with non-military personnel and outsourcing. Third, preparations must be made in order to sort out conflicts of interest with locals and environment groups. Thorough analysis will be necessary as well as compensation plans.
