PaaS(Platform as a Service)기반 법무통합관리시스템

Abstract

법무 산업에 종사하는 다수의 법무사, 변호사, 노무사, 변리사, 세무사, 회계사 등이 법무업무를 처리하기 위해서는 수기로 직접 작성하거나 단순한 서식을 자동생성 해주는 프로그램을 사용하여, 법무서비스 수요자 측면에서는 빈약한 법무정보와 업무처리상황의 인지 어려움이 발생하고, 법무서비스 공급자 측면에서는 법무업무 처리 관리체계의 부재로 인한 비용이 증가한다. 기존의 웹기반 법무서비스에서는 법무서비스 공급자인 법무 웹사이트 운영사에서 법무서비스 수요자인 일반인을 대상으로 B2C(Business to Consumer)형태의 단순한 법무정보제공과 커뮤니티 기능에 주안점을 두고 있다. 이러한 웹기반의 법무서비스를 제공하는 회사에서는 서비스 컨텐츠의 부족, 유연하지 못한 시스템 설계로 인해 신규 컨텐츠 제공시 시스템 재구축 비용 소요, 별도의 전산 전문인력 보유 어려움, 시스템 관리비용 상승 등으로 인해 서비스 제공의 부실화와 서비스 포기사례도 발생한다. 이에 본 논문에서는 법무서비스 수요자와 법무서비스 공급자 사이에 법무업무 처리 중심의 비즈니스 로직 설계를 통해 E-마켓플레이스 제공하고, 이를 통해 법무 지식거래 채널을 제안한다. 이러한 서비스 모델은 웹 2.0을 통하여 소비자 중심의 시장이 형성되면서, SaaS(Software as a Service) 어플리케이션을 손쉽게 구현하기 위하여 데이터, 기능을 웹서비스 방식으로 제공하는 PaaS(Platform as a Service) 형태의 웹서비스 플랫폼을 통해 구현 한다. 또한 서비스 플랫폼에 컨텐츠를 탑재하는 방식으로 일반사용자와 법무관련 사업자, 법무관련기관을 유기적으로 통합 관리할 수 있는 법무통합관리 시스템을 구현한다. 제안 모델을 통해 법무수요자는 양질의 정보와 서비스를 제공받고, 법무공급자는 관리비용 감소와 시장 확대를 통해 수요자와 공급자간의 선순환 구조 제공의 기반 조성이 가능할 것으로 기대된다.

Lots of people who work in the judicial affairs industry such as judicial scriveners, lawyers, public labor attorneys, patent attorneys, licensed tax accountants, and treasurers make documents manually or use the simple automatic program to handle the judicial affair documents. These environments, in terms of demand for this field, lead to poor information on the judicial affairs, and make difficulties in the recognition of ongoing state for the judicial affairs. Also in terms of supply for the judicial affairs, the expense increases due to the poor management system to handle the judicial affairs. Existing web-based judicial services focus on the simple forms of B2C (Business to Consumer) where the suppliers are the companies who run the web-based judicial services and the demanders are the public. These companies who provide the judicial services are poor in the quality of services and even give up the services themselves due to the following reasons such as the lacking in the service contents, the increase of the reconstruction cost by the inflexible system design, the difficulties of having computer experts, and the increase of the maintenance fee. Therefore this thesis suggests an E-marketplace through the design of business logic which is focused on the processing of judicial affairs between the users and the suppliers, and proposes a business model in the knowledge transactions for the judicial affairs. This service model is based on the web 2.0, and implements a Web Services platform as in the form of PaaS (Platform as a Service) which provides data and function in the form of Web Services to easily construct SaaS (Software as a Service) applications. Also this system proposes an integrated management system which manages effectively and synthetically the plain users, personnel related to the judicial affairs, and institution of judicial affairs by loading the contents with the constructed service platform. We can expect that the positive infrastructure between the users and the suppliers by giving the users highly qualified judicial affair services and by guaranteeing the suppliers reduced managemental cost and enlarged market share.
