Abstract
부산시의 경우 원도심은 대부분 구릉지(고지대,산동네)와 역세권 지역으로 부산항의 조망권 등 자연환경 훼손을 보호하면서 사업을 추진해야 함으로써 구릉지 구역의 난개발 우려와 사업성 악화로 인하여 도시정비사업이 원활히 추진되지 못하고 있는 실정이다. 이러한 문제점을 해결할 수 있는 새로운 제도로 부산시 원도심지역에 「결합개발제도」를 도입하는 방안을 제시하였다.
본 연구대상지로 부산시 원도심지역에 위치한 충무 재정비촉진지구내 주거환경개선사업(현지개량)과 도시환경정비사업을 결합개발제도 구역으로 선정 그 시사점을 제시하였고, 결합개발제도 도입할 경우 사업주체를 공공기관(대한주택공사 등)이 추진하는 방안을 모색함으로써 원도심내 구릉지 구역 경관보호의 공공성 확보방안을 제시하고자 노력하였다.

특히, 본 연구에서는 부산시 원도심지역의 구릉지구역에 대한 도시정비사업 활성화를 위해 결합개발제도 도입방안을 모색하고자 부산시청, 구청, 공기업, 설계 및 시공업체에서 도시정비사업 실무 경험이 있는 실무자를 대상으로 설문조사를 실시하여 부산시 원도심지역 및 결합개발제도 도입에 대한 이해도를 높이면서, 부산시 원도심지역 결합개발제도 도입여건을 살펴보고 이를 토대로 다음과 같은 개선방안을 제시하였다

1) 결합개발제도 도입을 유도하기 위한 다양한 인센티브 부여 방안
2) 결합개발제도 도입시 사업시행자를 공공기관으로 지정, 구릉지구역의 공익우선 사업시행 방안
3) 「부산시 결합개발제도 도입을 위한 운용기준」 마련 등 결합개발제도 도입 활성화를 위한 제도개선사항 등
In this, We propose the old CBD(Central Business District) in Busan and the comprehension of CRP(Conjoint Renewal Program) in order to apply the CRP which can be utilized as a new development plan for revitalizing the urban maintenance project of Busan metropolitan city to an old CBD in Busan. We have also looked into the implications of designating the zone of Conjoint Renewal on the basis of the population of an old CBD in Busan and the present project of improving the residential environment.

In particular We have made an effort to elicit the promising elements for revitalization and implications that are accompanied with the introduction of CRP through a survey of the staff in charge of this enterprise, considering that the application of CRP has never been implemented so far in Busan.

The summarized results of my research work for the introduction of CRP are as follows.


1) Plan to give various Incentives

It is desirable to build up the circumstances that permit this enterprise to be promoted by coming up with a plan to give various incentives in order to induce the introduction of CRP. In this study, the plan to give various incentives which We came up with is as follows.

① To give the incentive of 'floor area ratio' that permits this enterprise to be promoted in case of introducing CRP
② To support by giving priority of an 'urban maintenance fund' and others so as to expand the urban basic facilities of a hill areas zone
③ To adjust the use district of residential areas near subway station for ensuring the business value (If necessary)
④ To raise the business value by supporting a loan of the national housing fund at a low interest rate (Receptive process)
⑤ To extend the application of tax privileges such as a registration tax, an acquisition tax and a transfer tax for increasing the supply
⑥ To give the priority of the sale in lots for newly-built housing within the related area in case of introducing CRP



2) To appoint a state-run organization to an executant who is in charge of implementing the enterprise

It is desirable to appoint a state-run organization to an executant who is in charge of implementing the enterprise in order to promote the enterprise giving priority to the public interest of a hill areas zone in the event of introducing CRP. The reasons for this statement are as follows.

① It could be possible to ensure the objectivity and narrow the gap between advantages and disadvantages in case of implementing this enterprise.
② It could be possible to implement the enterprise which puts a high value on the priority of the public interest over the private rather than considering the business value in the event of developing a hill areas zone.
③ It is highly possible to raise the safety and efficiency of the management in the event of supporting an 「urban maintenance fund」. / Clearing any doubts about preferential treatment.
④ In the event of supporting a loan of the national housing fund at a low interest rate, it is highly possible to solve the equilibrium problem that can be raised among people who are engaged in a private enterprise.





3) To enhance the existing system for an application of CRP

The essential particulars of enhancing the existing system that can be applied for revitalizing the introduction of CRP are as follows.

① To amend the ordinance such as reduction and exemption of tax and others for revitalizing the introduction of CRP
② To set up an 「Operational Standard for Introducing CRP in Busan」
③ To introduce various plans for enhancement such as a transaction system of floor area ratio and others which will be closely connected with CRP
④ To train some people as professionals for revitalizing the introduction of CRP


We suggested the plans to revitalize the introduction of CRP into an old CBD in Busan in this study, and hereafter We strongly expect them to be utilized as (an even slightly) helpful research material so as to preserve the scenic beauty of a hill areas zone in an old CBD in Busan by making up for the weak point of those plans if possible. The preservation of that grand view is exactly the very purpose of introducing CRP.
