아파트형 공장 선택요인과 중요도 분석

Abstract

아파트형 공장은 도심지의 지가상승과 공업용 부지의 부족으로 인한 공업 입지 난을 해소하여 토지를 효율적으로 이용하고 대도시 내부의 쇠퇴를 방지하며 도시환경을 개선한다는 목적에서 탄생되었다 수도권에서는 외환위기(IMF) 이후 경제난 타개를 위한 정부 주도의 벤처기업의 육성과 더불어 아파트형 공장이 활성화 되면서 2000년 이후에는 구로공단과 가산동이 거대한 아파트형 공장으로 이루어진 산업 클러스트로 거듭나게 된다. 이에 반하여 부산지역은 현재 기업체의 역외이전으로 인한 산업 종사자 수가 날로 감소하고 있어 부산의 지역경제를 약화시키는 대표적 원인이 되고 있다. 그러므로 도심권의 경제활동 주체인 중소기업의 활성화를 위해 도심지내의 부족한 공업입지를 해소하고 작업환경의 개선을 위해 아파트형 공장 확대의 필요성이 대두되었다. 이에 본 연구에서는 아파트형 공장의 제도목적 및 출현배경 등 일반적인 정보를 수집하고 부산에서의 제조업과 아파트형 공장의 현황을 파악하여 현재 아파트형 공장건립이 활발한 센텀시티 일반산업단지를 대상으로 연구하였다. 또한 입주예정자에게 아파트형 공장 선택을 위한 합리적 의사결정 기준을 제공하기 위하여 센텀시티 산업단지 내의 기 건립된 아파트형 공장 입주업체를 대상으로 설문조사를 실시하여 기대조건의 중요도 선택요인을 도출한 후 AHP 기법을 활용하여 요인별 가중치를 선정하였다. 연구의 결과는 다음과 같다. 첫째, 아파트형 공장의 출현배경, 연혁과 관련법규를 선행연구와 문헌분석을 통하여 검토하였다. 둘째, 부산시의 2008년 현재 제조업의 현황을 분석하고 아파트형 공장의 공급현황과 건립사례를 기술하였다. 셋째, 현재 부산시에서 아파트형 공장의 건립이 활성화 되고 있는 센텀시티 일반산업단지의 현황과 전망에 대하여 조사하였다. 넷째, 센텀시티 일반산업단지 내에 기 건립한 아파트형 공장에서 입주업체의 면담조사를 시행하여 아파트형 공장의 선택요인을 추출하고 AHP(Analysis Hierarchy Process)기법을 활용하여 선택요인별 중요도를 분석하였다. 다섯째, 아파트형 공장의 활성화를 위한 개선 및 활성화 방안을 제시하였다. 이 연구를 통하여 얻어진 결과가 향후 아파트형 공장의 시행 및 시공의 활성화에 도움이 되길 바라며, 수도권에서는 이미 보편화 되어있는 아파트형 공장이 부산지역에도 접목되어 부산 경제 회복의 적절한 대안이 되기를 기대한다.

Flatted factory building was born with the purpose of reliving the lack of industrial site due to soaring price of land, effective use of the land, preventing urban decline, and improving city environment. Flatted factory building has been expanded in metropolitan area along with venture companies led by the government to overcome economic depression after 'IMF crisis' and a huge industrial cluster consisted of Guro Industrial Complex and Gasan-dong appeared since 2000. By contrast with this, the number of industrial employees in Busan gets smaller as they move out, being a mail factor to deteriorate regional economy. Therefore, it has been necessary to expand flatted factory building to improve working environment, to relive lacking industrial site in the city and to activate small and medium enterprise. This study has gathered general information such as purpose and appearing background of flatted factory building and grasped its status as well as manufacturing industry in Busan, focused on general industrial complex Centum City where flatted factory building is actively under construction. Beside, a questionnaire was distributed to residential companies of the flatted factory buildings in Centum City Industrial Complex, to offer the standard of reasonable decision, to induce their selections about what they consider to be important in their expectations. Weight factors by selections were determined by AHP technique. The result of the study is following. First, the background, history, and relative regulations were reviewed by analysing former studies and documents. Second, the status of manufacturing industry in Busan as of 2008 was analyzed in order to state the status of supply and example of building for flatted factory buildings. Third, the Centum City General Industrial Complex in Busan was surveyed in order to study the status and perspective, because flatted factory buildings are actively under construction in this complex. Fourth, residential companies of the pre-built flatted factory buildings in Centum City General Industrial Complex were interviewed to draw factors in choosing that factory, followed by analysis on importance of each factor with AHP(Analysis Hierarchy Process) technique. Fifth, various plans were presented to improved and activate the flatted factory buildings. The writer is expecting that this study would be helpful to activate holding and constructing flatted factory building for the future, and be a proper alternative plan for Busan to recover its economy by transplanting the system that has been already generalized in metropolitan area.
