평가인증제에 대한 가정보육시설 종사자의 인식 분석

Abstract

본 연구의 목적은 가정보육시설 종사자를 대상으로 평가인증제 및 평가인증지표에 대한 인식을 조사하여, 가정보육시설 현실을 반영한 평가인증의 실천적 개선방안을 모색해 보는데 있다. 위와 같은 목적을 위하여 설정한 연구문제는 다음과 같다. 첫째, 가정보육시설 종사자의 평가인증제에 대한 인식은 어떠한가? 둘째, 가정보육시설 종사자의 평가인증방법에 대한 인식은 어떠한가? 셋째, 가정보육시설 종사자의 평가인증지표에 대한 인식은 어떠한가? 본 연구의 대상은 부산광역시의 가정보육시설에서 근무하고 있는 시설장 및 보육교사를 대상으로 설문 조사하였다. 자료분석은 문항별로 빈도 및 백분율을 산출하여 응답의 전반적인 경향성을 파악하였으며, 다중응답분석을 활용하였다. 논의된 결과를 토대로 다음과 같은 결론을 내릴 수 있다. 첫째, 가정보육시설 종사자들은 평가인증제에 대해 전반적으로 보육의 질적 향상을 위해 꼭 필요한 제도라고 인식하고 있으며 과중한 업무에 대한 부담을 줄이고 서류의 간소화를 위한 방안과 열악한 근무조건 개선이 뒤따라야 한다고 인식하고 있었다. 또한 평가인증제가 보육서비스의 질적 향상과 시설장과 보육교사의 전문성 증진과 자신감 향상 및 보육시설에 대한 긍정적 인식과 신뢰성 확보를 효과적인 측면으로 보았고, 이에 반해 업무로 인한 영유아 지도 소홀과 준비로 인해 보육과정 운영의 어려움과 시간과 경비 과다 지출을 평가인증제의 비효과적인 측면으로 보았다. 둘째, 평가인증제의 실시방법에 있어서는 평가인증 과정과 조력기구, 인증의 결정자료, 현장관찰자 수 및 관찰일수, 평가인증 지표의 3종 분류에 대해서는 적절하다고 인식하고 있으나, 평가기간의 단축, 신청비용의 부담, 인증유효기간의 연장과 인증결과의 구분은 개선해 가야 한다는 인식을 나타내고 있음을 알 수 있었다. 셋째, 현행 5개 영역 평가지표에 대해서는 적절하다는 인식이 일반적이었고 보육환경 및 운영관리영역에서는 ‘보육시설의 교사 대 영유아 비율’, 보육과정영역에서는 ‘보육계획안의 수립’, 상호작용영역에서는 ‘영유아를 존중하는 교사의 말과 행동’, 건강과 영양영역에서는 ‘영유아를 위한 급식’, 안전영역에서는 ‘영유아에 대한 성인의 보호’를 중요하게 인식하고 있음을 알 수 있다. 본 연구의 제한점은 다음과 같다. 첫째, 본 연구는 일부 특정지역인 부산의 가정보육시설 종사자들을 대상으로 전반적인 인식을 검토하였기 때문에 연구결과를 일반화하기에는 무리가 있다. 지역의 특성에 따르거나 응답자의 배경변인 및 인증여부에 따른 인식을 분석하는 후속연구가 필요하다. 둘째, 보육시설 평가인증제도는 보육정책이나 지침에 따라 평가인증제도의 방법이나 영역 및 항목 등이 계속 수정·보완하고 있기에 연구당시와 상이할 수 있다. 셋째, 본 연구는 조사방법으로 설문지를 이용하였기 때문에 종사자들의 인식을 자유롭게 표현할 수 있는 관찰법이나 면접법에 비해 인식정도를 그대로 전달하는데 한계가 있을 수 있다.

The purpose of this research is to find a practical way to improve the accreditation system that reflects the reality of child care center by studying the family day care personnel's understanding of accreditation system and the accreditation index. The followings are the topics of this research. First, how's day care personnel's understanding on accreditation system? Second, how's day care personnel's understanding on accreditation method? Third, how's day care personnel's understanding on index of accreditation? The targets of this research were head of centers and nursing teachers in day care center of Pusan. This paper analyzed the data by understanding the trend of answers by calculating the frequency and percentage of each questions. Also it used multiple answer analyzing. The conclusions of this research are the followings. First, day care personnels thought accreditation system is necessary for qualitative improvement of day caring. Also, they insisted that their working conditions should be improved and need a way to simplify the documents and reduce the pressure of overworking. In their perspective, improvement of day care service, increase in professionalism of nursing teachers and head of centers, and insurance of the positive recognition and trust in day care center were the bright sides of the accreditation system. However, they thought it could lead to the waste of lots of time and money, difficulty in running the day care program because of the arrangements, and negligence in caring children because of paper works. Second, they had positive opinions on execution method of accreditation system, such as process of the system, supporting group, deciding data on certification, the number of field observers, length of observing period, and 3 kinds of accreditation index. On the other hand, they thought shortening of evaluating period, expenses on application, extension of certified period, and classification of the accreditation result should be improved. Third, positive opinions on five fields in evaluating index were general. Followings are the factors that day care center personnel thought most important. 'the proportion of children to teachers' on daycare environment, and operating field. 'establishment of a plan for daycare' on daycare process field, 'teacher's respectful conversation and behavior to children' on interaction field, 'meals for children' on health and nutrition field, 'protection of adults on children' on safety field. Followings are the limits of this research. First, it is hard to generalize this result because it is based on day care personnels who work in particular region, Pusan. The following research that goes with regional features or analyzes the understanding of respondents based on background factor and weather or not they are certified is needed. Second, family day care center accreditation system's method, field and items are continuously being adjusted and complemented by day care policy or guide. So it can be different from the days of the research. Third, as this research used questionnaire, there can be a limit in delivering the exact level of understanding than the interview. Also, observation would've been better for day care personnels to express their recognition.
