한국지방자치단체의 제3섹터 분석과 활성화 방안

Abstract

Based on the 3rd sector which is joint business of private and public side, this dissertation researched feature, type and merit and demerit of the 3rd sector. Investigating cases of foreign countries where the 3rd sector method is utilized, this dissertation presented direction for local government to introduce and operate the 3rd sector. Namely, this dissertation aims to contribute to the successful utilization and development of operation of the 3rd sector by analyzing its existing problems and drawing improvement methods. The object of this research is mainly the 3rd sector private and public joint business of local government. Thus, private and public joint business of central government was excluded from discussion of this dissertation. Utilizing single book of domestic and foreign preceding research, dissertation for degree, academic journal, dissertation, reference materials of related institutions, press and Internet centering around literature research, this research analyzed positive factor and negative factor on the basis of audit materials of government on the 3rd sector, management evaluation report of special evaluation institution, materials of the Ministry of Government Administration and Home Affairs about the present situation of local corporation and industrial complex and academic seminar materials of Korea Local Public Enterprise Society. This research is composed of 6 chapters. In Chapter 1 is explained the background and objective of this research, the scope and method of research as well as the evaluation of preceding research and meaning of research. In Chapter 2 is discussed the theory of privatization, cooperative production theory, the pluralism and decentralization of power, inhabitant-oriented development theory as theoretic discussion. In Chapter 3 is analyzed the necessity of introducing the 3rd sector, its property and necessity and studied the present situation of the 3rd sector in US, Japan, UK and France as the case of foreign countries. In Chapter 4 is drawn the problem through the analysis of establishment and operation of the 3rd sector of Korean local governments and presented the method for activation. In Chapter 5 is checked the situation of establishment, capital, stockholders, the history of pushing forward main business of Busan Tourism and Development Co, the 3rd sector of Busan in the form of stock company and analyzed the operation such as operating business and current issue. As conclusion, Chapter 6 summarizes and generalizes this research on the 3rd sector and presented the development program for the operation of the 3rd sector of Korean local government.
