Study of the Revitalization Policies of Social Enterprises
as Model for Employment Creation
- Focusing on Busan Metropolitan City -

ABSTRACT


The purpose of this study is to find a solution that presents the system of social enterprises, as an alternative means of providing the disadvantaged with social services and job creation, as a new model of employment creation for local communities as well.

This study has particular significance in reviewing the connectivity between social creation projects and local social services to promote social enterprises around Busan and present policy suggestions for the improvement of social enterprises.

The study started from reviewing documentaries, preceding studies and policy cases of advanced nations to understand the theoretical background of social enterprises.

And it went further in researching law and ordinances, and policy references of the central government and Busan Metropolitan City in oder to examine promotion policies and actual operating conditions of social enterprises.

For the survey and analysis, dates of social enterprise and job creation projects were collected and surveyed.

Policy suggestions for promoting social enterprises by the summarized results are as follows.

First, social enterprises should be managed to reflect regional needs and
characterizeics rather than be operated uniformly by the central government.

Second, the government and local authorities should select and promote projects suitable for diverting the local social service projects to social enterprises among the social service projects by governmental financial aid.

Third, through the improvement of assessment methods of social job creation projects, the government and local authorities should provide policies to transform projects which are able to make inroads into the market to the projects of social enterprises and to strengthen the market competitiveness.

Fourth, review of amendments to the Social Enterprise Promotion Act are required. The main content of the Social Enterprise Promotion Act is the introduction of a social enterprisea certification system.
But the law should be amended toward not only allowing much more supports to agencies which are trying to be come certified than to ahead certified social enterprises but also making certified social enterprises be evaluated freely by the market.
Futhermore, the law contently grants only the Ministry of Labor the right to issue the certification of a social enterprise, but local governments should have the right to choose preliminary social enterprises and to allow then to get necessary financial support and receive certification from the government.

Fifth, the government and local authorities should expend social services that local communities need, promote mutual specialized social enterprises with other local authorities, provide the environment that is able to keep a symbiotic relationship with each other, and establish a system conducting a very wide for supply and demand of social services.
Especially, if local social service projects were systematically managed and more competitive, the would be more apposite for social enterprises pursuing the social purpose of enhancing the quality of local residents' life by means of providing social services and creating jobs for the disadvantaged.

Finally, local communities and companies should take the lead in finding and promoting social enterprises. To establish this kind of system, appropriate policies emphasizing social responsibility and the voluntary participation of the private sector are required.
This might then lead to consideration of the establishment of an exclusive department consisting of specialists who would be in charge of managing not only projects connected with social job creation and local social services being implemented individually by government ministries or local authorities, but also networks between private research organizations and management consulting agencies.
