DEA를 이용한 근해어업의 효율성 연구

Abstract
This paper attempted to examine and analyze the efficiency levels and changes in efficiency over time of the Korean offshore fishery using DEA. A total of 14 areas for offshore fishing were identified over the period ranging from 2010 to 2013. Using CCR and BCC models with Number of vessels, tonnage, and number of work days as inputs and catch as an output and Malmquist Productivity Index, the analysis was conducted. East Sea medium sized trawlers fishery and large purse seine fishery were found to be the most efficient, while off-shore angling fishery was revealed to be the least efficient, suggesting that input elements should be reduced. With respect to changes in efficiency over time, the efficiency has been increasing onwards after the decrease of an average of 1% during the period between 2010 and 2011. The findings imply that there is a need for formulating long-term as well as short-term policies to improve inefficient investments through fishery-specific efforts of restructuring and reformation such as reducing the number of redundant vessels.
