건설기술진흥법에 따른 감리전문회사의 대응방안

Abstract

건설산업 발전과 해외 진출 및 경쟁력 확보를 위해 건설기술 관리체계가 규제 중심에서 건설 관련 산업의 진흥과 지원중심으로 전환하기 위해 건설기술관리법에서 건설기술진흥법으로 전부 개정되어 2014년 5월 23일 전면 시행되었다. 본 연구의 목적은 건설기술진흥법의 주요내용을 고찰하고, 관련분야 전문가 인터뷰를 통해 감리전문회사의 현황 및 문제점을 파악하여 그에 따른 대응방안에 관한 분석을 연구의 목적으로 한다. 연구의 방법은 기존 연구문헌 고찰과 국내·외 사례를 통해 건설기술용역 체계를 파악하고, 건설기술진흥법에 대한 기본방향 및 주요 개정사항에 대한 추진현황과 건설기술관리법과의 차이점을 비교 분석하였다. CM 및 감리전문회사의 전문가 인터뷰를 통해 건설기술진흥법에 따른 감리전문회사의 중점 관리사항과 문제점을 분석하고 그에 대한 종합적인 대응방안을 제시하였다. 건설기술진흥법에 따른 감리전문회사의 중점관리사항 수주관리, 업무관리, 조직 및 시스템관리, 기술인력 관리의 대응방안 4가지를 제시하고자 한다. 수주관리의 향상방안은 건설사업관리용역 사업수행능력 세부평가에 대한 기술자의 면접점수 확보와 기술자평가서, 기술제안서의 기술점수 확보를 통한 수주능력을 향상 시켜야 한다. 업무관리의 효율화로 건설사업관리 단계별 세부 업무지침을 정비하여 교육과 훈련을 지원하고, 설계이전단계, 설계단계, 발주단계, 시공단계, 유지관리 단계의 업무역량을 강화가 필요하다. 조직 및 시스템 개선방안으로 단계별 업무지원이 가능한 본사조직의 개선과 PMIS 및 BIM 활용을 통하여 다양한 기술지원 필요하다. 기술인력 확보와 육성방안으로 전문기술분야의 인력자원 확보를 통한 기업의 업무범위의 확대와 형식적인 교육이 아닌, 전문성과 기술력 향상 등 통합형 기술인재 육성을 위한 지속적인 교육 지원으로 글로벌 전문 인력으로 재교육시키는 지원도 필요하다. 본 연구에서 제시한 건설기술진흥법에 따른 감리전문회사의 대응방안을 통하여 감리전문회사가 건설사업관리용역업체로서 충분한 역량을 발휘할 수 있는 기본방향을 제시하고자 하였다. 앞으로 건설기술진흥법의 지속적인 점검과 개선, 건설기술용역회사의 지속적인 노력이 필요 할 것이다.

For advancement of construction industry, its entrance into overseas markets and securement of its competitiveness, construction technology management system needed to shift from regulation-centeredness to promoting/supporting construction-related industries, so Construction Technology Management Act was generally revised into Construction Technology Promotion Act put into full effect on May 23rd 2014.

This study aimed to consider major contents of Construction Technology Promotion Act, find out the situation & problems of supervision companies through interviews with experts in related fields, and analyze reaction plans thereof.

Research methods taken for this study were to find out construction engineering service systems, basic directions and prosecution situations of its major revisions through domestic ·overseas cases as well as reviewing the existing literature, and compare it with Construction Technology Management Act for analysis. Through interviews with CMs and experts from supervision companies, it analyzed primarily managed items &problems of supervision companies pursuant to Construction Technology Promotion Act, and presented a comprehensive reaction plan thereof.

Supervision companies' primarily managed items, order-taking management, system management, and management of tech manpower pursuant to Construction Technology Promotion Act are presented. For improvement of order-taking management, order-taking competency should be enhanced through securing technicians' interview scores of detailed assessment on performing construction project management services, technicians' assessment reports, and technical scores of technology proposals. By making tasks management efficient, and refining detailed task-related instructions on graded construction projects management, education and training should be provided, and task capacity for stages of 'before designing,' 'designing,' 'order-placing,' 'construction,' and 'maintenance' should be reinforced. As for organization and system management, various technological supports are necessary through improving main office's organization that enables graded task support, and utilizing PMIS & BIM. As for securing/fostering technical manpower, supportive programs that continuously reeducate technicians into global experts through enlarging the scope of corporate tasks and fostering convergent manpower with tech expertise not by formal education, but by enhancing their professionalism and technical improvement.

This study attempted to present basic directions for supervision companies to exercise their sufficient capacity as construction management services companies with reaction plans suggested hereupon pursuant to Construction Technology Promotion Act. Continual check & improvement of Construction Technology Promotion Act and continuos efforts of construction technology services companies will be necessary.
