Study on enhancing the efficiency and problem of Agricultural Policy Finance

Abstract

The globalization has driven scaling in the agriculture industry and therefore labor-intensive methods of production technology should be converted into the intensive production methods. The agricultural financial policy (AFP) has a target to meet the demand of capital needs in agriculture production activity, inducing an increase in agricultural productivity and income of farmhouses. This study analyzes problems of AFP in order to find a way to increase its efficiency, and is constructed with seven chapters. The first chapter shows the plan of this work as introduction, and the second chapter sums up the need of the AFP, clarifying the spacial nature of agricultural finance, and the third chapter studies the historical background of the AFP. The fourth chapter analyses the loan system of agricultural financial policy fund (AFPF) and the fifth chapter considers the assurance system of the Farming Finance Credit Guarantee Fund (FFCGF), in order to consider its problem and the way to upgrade systems. The surveys are conducted and analyzed in the sixth chapter. The seventh chapter summaries the result of this work. The following improvement methods result from the analysis of literature review: First, the government should lower the lending interest rate of the AFPF. but it should not be lower than deposit interest rate of commercial banks, otherwise farmers do farming activities with debt lone not with their equity capital and their debt can be growing. Second, the loan repayment period should be determined flexibly by crop types, because farming needs different time periods according to crop type. Third, the farmer's responsible management should be strengthened responsible management in order to raise the stability of collect on delivery and the profitability of farming. The consulting system is needed to raise the agricultural productivity though guidance and supervision. Fourth, it is required that the government allots the agricultural financial policy fund with the farming arable acreage and gives an opportunity for using the AFPF to the farmers who rent the farmland. Fifth, the FFCGF should extend its guaranteed area, with including agricultural processors, farmer's life safety fund and leisure industries in farming area. The FFCGF should give the people, who will return to farming, an assurance for establishment fund using the exceptional Guarantee System. The paper carried out the survey with three methods: Method Ⅰ (to persons in charge of the agricultural financial policy fund), Method Ⅱ (to agricultural associations), and Method Ⅲ (to farmers). The results of surveys are as follows: First, distributed amount of AFP are appropriate at Method Ⅰand Ⅱ, but a little short Methode Ⅲ. Farmers, who manage a large farm, need more funds. Second, all methods say that the AFPF helps farmers to improve their productivity. Farmers, who manage a small farm feel that the AFPF contributes their farming. It means that the government shouls give more AFPF to the small farmer. Third, the surveys about FFCGF are carried out with Method Ⅲ. It says that farmers want more FFCGF. Besides, farmers remark the government has to lower the interest rate of AFPF. But in this case the fund can be shorted.
