Study of Adaptive Management for Ecosystem Restoration Projects of the On-Cheon Stream
Abstract
Beginning with the On-cheon Stream Restoration Project, Busan keeps conducting several ecological restoration projects on urban streams. However, most of these projects have been progressing without systematical scientific evaluation and largely depended on trial and error due to the lack of academical and technological information about ecological restoration. Therefore, it is essential to prepare a method for a systematical ecological restoration and its management in order to enhance effective ecological restoration. This study proposes how to introduce adaptive management, which adjusts interim goals and standards according to index progress to the ideal goals with continual monitoring, as an approach to the On-Cheon Stream ecosystem restoration project.
The adaptive management can be defined as "a process of learning by doing whereby environmental information are gathered and constructed using a flexible management approach that include processing, monitoring and evaluation thus providing effective alternatives in terms of improving or adjusting management in order to reduce negative effects or cater for any unforseen risks that have not been identified during the initial stage of restoration of naturally shaped stream." This research reviews and analyzes status of existing restoration projects and proposes how to apply the adaptive management to the On-Cheon Stream ecosystem restoration project.
The findings show that it is not necessary to adjust technological, scientifical and social restoration goals, which are established with analysis of existing restoration projects. However, they suggest that there should be adjustment to the criteria of success, implementation plans, design, construction and follow-up monitoring.
Technically, it is shown that securing additional freeboard and installing extra flood prevention walls to secure dimensional stability are necessary. Moreover, to realize scientific goals and to meet the criteria of success, it is necessary to reduce sewer overflow load and inflow of nonpoint pollution sources by expanding separated sewer pipes and setting water quality improvement as a primary target, rather than landscape focused designs or introduction of ecological habitats for immediate effects. Socially, it is revealed that the facilities and their use are satisfactory according to the survey of satisfaction of use and a river restoration period for securing green land and biodiversity and inducing water quality improvement and natural succession as an alternative proposal.
With regard to these findings, it is assumed that they can be used to prepare direction of ecology restoration projects and propose a method of policy improvement. This study also makes a contribution to reducing overall project costs with less trial and error of other ecology restoration projects yet to be executed. Furthermore, it is expected that the findings can be utilized in establishing stream ecosystem restoration projects of Busan and solve current local issues such as civil complaints from local residents.
