Abstract

After the reform and opening-up policy, with huge energy consumption and environmental pollution, China developed its economic through extensive industry. Nowadays, with the high speed of GDP growth, China is also facing serious problems, like the shortage of resources and environmental problems. In order to effectively control the ‘side effect’ of industrial development, the Chinese government emphatically raised the concept of ‘Circular Economy’ in he 11th Five-Year Plan and 12the Five-Year Plan, mainly focus on the necessary of developing resource recycling industry. However as a matter of fact, Chinese resource recycling industry are facing many problems and obstacles. This paper, through literature research, observes the process of development of Chinese resource recycle industry at an early stage. And this paper also analyzes its internal problem and gives out relevant solutions to the Chinese resource recycle industry. This paper is to research on Chinese resource recycle industry, iron and steel scrap, scrap non-ferrous metals, waste paper, waste electronic products and other industries, and the relevant policies and current and potential problems were analyzed. At the same time, this paper also research through the related papers, the yearbook Chinese statistics, the yearbook of the unitization of Chinese recycling industry, and other related books and related website to sort out some theoretical background and analyzes several problems of the resource recycling industry in China. First of all, there's no sufficient preferential policy to support the recycling industry, and also the value added tax policy is not reasonable. Secondly it is necessary to improve the policy and quota of waste import. The third, the imperfection of laws and regulations, and waste recycling responsibility is not clear. The fourth, the supervision of enterprises is not perfect, and the market is not in order. The fifth, there's no sufficient the theocratical study of the recycling resources industry. The sixth, enterprise scale is scattered, and the backward technology causes repeated pollution. The seventh, statistical data and related research materials is not enough. The last, people's understanding of resource recycling industry is not enough. In this paper writer compares the recycling resource industry in China with the recycling resource industry in developed country and draws following conclusion: First of all, according to the average proportion , the possession of Chinese natural resources is lower than the world average. This is because the economic development is always in a stage where there's no enough resources, and also because of the environmental problems. Thus the development of recycling resources industry is a necessary measure for the sustainable development of Chinese economy. Secondly, China is still at the stage when the utilization rate of resources is low but the consumption rate is very high. The cost of the waste disposal is very high but its sales price is rather low, resulting in the recycle rate of some waste is very low, thus caused the resource lost condition is very serious. At last, compared with the past, the Chinese recycling industry has some improvement in science and technology, but in a whole, it still faces many problems. For example: Chinese governante can't build a clear legal system of resource recycling industry , and it is also lacking perfect infrastructure of the recycling industry. Nowadays, in order to develop the recycling resources industry in China, the Chinese government put forward a series of new ideas and development goals. At the same time, the people should pay more attention to the severity caused by the insufficient resources and environmental pollution, and make efforts to protect the environment and save the resources. Therefore, the development of Chinese recycling industry need not only the effort and support from the government, but also the research of the experts and the participate and assist from the Chinese people.
