Abstract

This study dealt with the evaluation of the affordance of voice-assisted flashing emergency exit lights during the evacuation of disaster victims. The voice-assisted flashing emergency exit light is an emergency exit light for the visually impaired and the hearing impaired that has the function to inform the locations of emergency exit lights through flashing and voice messages in the event of a fire. The installation of voice-assisted flashing emergency exit lights corresponds to the installation of alarm and escape equipment under the Act on the Guarantee of Convenience Promotion of Persons with Disabilities, Senior Citizens, Pregnant Women and Nursing Mothers, and it is stipulated that the locations of installation should be near the exits of the escape stair and escape floor; provided that, in order to prevent confusion during evacuation, the voice-assisted flashing emergency exit lights should not be installed at the exits (doors) from the interior space of each room of the building to the outside, such as a hallway. However, currently, related laws have no accurate performance standards for voice-assisted flashing emergency exit lights, locations of installation, and the number of locations of installation. In addition, fire extinguishing facility-related laws and national fire safety standards that govern the installation and maintenance of emergency exit lights do not deal with contents regarding the installation and performance standards for alarm and evacuation facilities for the visually impaired and the hearing impaired so that confusions are brought about in the field. Therefore, in this study, the performance of voice-assisted flashing emergency exit lights was evaluated by checking the effect of voice-assisted flashing emergency exit lights on evacuation through the data obtained through an actual experiment of voice-assisted flashing emergency exit lights with a view to being helpful in the preparation of standards for the installation of voice-assisted flashing emergency exit lights hereafter.
