Abstract

A Study on the Actual Condition and Development Plan of Social Enterprises in Ulsan Region

Abstract The purpose of this study is to seek ways to settle the existing social enterprises in Ulsan Metropolitan area and to suggest measures to explore and promote the new local social enterprises. The social enterprise which emerged through the 1970s and 1980s in the United States and Europe and began to develop in the 1990s has been expanding its territory in an attempt to solve social problems the existing welfare and social system can not cope with. In Korea, the citizen’s autonomous economic community movement such as the ‘production community movement’ began as part of the poor people’s movement in the 1990s and then from the year of 2000 the government and private sectors, while deploying the selfsufficiency program, contracting-out public labor project, social work program, made the social economy start burgeoning. Such various social economic activities went through the social enterprise development policy of government in 2007 and converged on the institutionalization of the social enterprises. On the other hand, the social enterprise development policy has been initiated by local governments instead of central government since 2010, thus the role and support of the local governments have been emphasized. Accordingly, a lot of promotion strategies and practice programs in detail are required for local governments to invigorate the community-centered social enterprises. This research suggested 3 strategies; local government’s supporting system, building an ecosystem for pro-social enterprises, self-reform of enterprise and 10 practice programs for the development of social enterprises in Ulsan Metropolitan area. It can be meaningful in that actual condition survey was conducted for 30 enterprises among 35 ( 85.5% of the total), based not only on the local practice examples such as Metropolitan cities and local autonomous entities, public institutions, enterprises, social enterprises, but also on the recent argument of researchers on the social enterprises.
