Abstract
Abstract

The classical market economy system is based on the exclusive ownership of private property. The ownership facilitates capital investment and re-investment of profits in product production, making it possible to expand and re-produce capital. Since the 1980s, the reorganized global economy order to neo-liberalism has deepened the ownership-based capitalism. The change has brought about the effect of economic growth, but has caused social pathological phenomena such as social inequality, excessive consumption, and conspicuous consumption. These days, the US and advanced European countries try to find solutions to address the issues arising in capitalistic economy, including polarization made by a widening gap between the rich and the poor, economic slowdown, and environmental pollution. As one of the solutions, sharing economy has drawn a lot of attention.
Sharing economy is the economic activity based on collaborative consumption, being performed in various areas. With the emergence of sharing economy that emphasizes collaborative consumption and saving, car-sharing began to get highlighted in the transportation area. As a typical case of sharing economy, car-sharing service means renting a car as much as the time required without one's ownership of a car. To make such sharing economy as car-sharing work, it is required to create social capital through the trust and participation of the private and public sectors, and to construct collaborative local governance to realize social values.
This study tried to find a plan to enable car-sharing service as a desirable social development model of sharing economy to get introduced and developed successfully in local economy. More detailed contents of the study are presented as follows:
First, this study looked into the basic demands to introduce and activate car-sharing service.
Secondly, it investigated the institutional system to build virtuous circle of car-sharing business in order for local economic development and to induce the participation of local firms. And, the priority of them was analyzed.
Thirdly, it proposed a plan of constructing collaborative local governance through the participation and collaboration of diverse entities related to car-sharing service.
Based on the study results, the suggestions in policy are made as follows:
First, relevant systems and regulations should be established.
In other words, it is necessary to consider car-sharing service to be a part of urban transportation systems, and to establish a development strategy and an efficient support system in the public dimension. Also, it is in need of improving relevant laws and systems to providing car-sharing service in small-sized communities.
Secondly, financial support should be provided. To promote the demands of car-sharing service, it is necessary to offer financial support and tax credit for inexpensive use fees. More over, it is required to expand public subsidies to electric or hybrid vehicles aimed for car-sharing purpose.
Thirdly, the activation of car-sharing service should be associated with the realization of social values, such as the expansion of reliability between social members and a reduction in social cost.
Fourthly, the service system to enhance the connectivity of local community businesses should be established. Generally, car-sharing service is operated in the community-based membership, and thus the support in association with small-sized community businesses will be helpful.
Lastly, in order for sharing economy to help to realize desirable social values and for car-sharing service to get introduced and developed in local economy, it is necessary to found a car-sharing policy roundtable which should have practical authority and responsibility to play its role in realizing the values of local sharing economy, including social-problem solving, and local economy promotion.
