- Abstract
- To determine the current state and problems associated with coastal and offshore fishing vessels in Korea, this study analyzed the fishing vessels and fishery household population, the safety and welfare of the vessels according to the International Labor Organization (ILO) Work in Fishing Convention, and the financing policies for the modernization of the vessels in Korea and overseas.
1. According to the deterioration trends of the fishing vessels by year in Korea, vessels aged 10 to 15 years are increasing by 1% and those aged 15 to 20 years by 8.5% every year. Further, 54.7% of the fishery household population, 70.0% of the household members, and 63.4% of the fishery business managers are 60 years or older, indicating that aging among those leading the fishery business is a major concern among fishers.
2. The ILO Work in Fishing Convention requires new vessels with a length of 24 m or more to meet specific standards and quality for appropriate work performance and provide on-board residence for the fishing crew. However, it does not have any specific standards for fishing vessels measuring less than 24 m.
3. As Korea is focusing on the fishing vessel buyback program, institutional support for building new fishing vessels is almost nil. Besides, the fishing vessel modernization project currently being implemented is merely a one-time low-budget scheme.
This study aims to resolve the issues associated with coastal fishery in Korea, such as the aging of fishing vessels and fishery household population. It also suggests the need to apply the structural and facility standards defined in the ILO Work in Fishing Convention to shipping vessels of less than 10 tons.
In line with the fishing vessel modernization in Japan and the EU, this study also suggests how to improve the fishing vessels in Korea, for example, by supporting coastal fishery, making it mandatory to adopt new technologies to modernize the vessels, and developing vessels that do not endanger fishery resources. Finally, this study provides suggestions for reforming administrative and research organizations and securing continuous financing to modernize coastal fishing vessels.
