Empirical Analysis of Risk in Vietnamese Road Projects from a Contractor’s Perspective

Abstract

This thesis has analyzed the collected empirical data from a survey through practitioner interview. The topic is about road projects in Vietnam, an emerging potential construction market, under experience and view point of contractors. The focused phase in project implementation process is construction phase. The sample is a nonrandom collection of 57 road projects(or packages) implemented in Vietnam. The project’s information data base about risks is built almost through direct(face-to-face)interviews with top managers or senior engineers of main contractors who directly involved in the concerned projects. Questionnaire only plays as data recording mean in this research. The interview process has been controlled tightly to minimize potential bias arising due to sensitivity of data or interviewing atmosphere. At first, the database has been analyzed to view the statuses of risks based on two dimensions named likelihood and impact. After that, some examinations about risks versus various project characteristics have been carried out and a variety of findings have been shown off. Various risks, which are important with contractors, are site clearance and compensation, inflation, payment schedule of client, late issuing project’s invoices, quantity survey of completed work, material supply schedule, quantity variations, design change, and project delay.

The distinctive features of this research are:  The real cases of risks are collected. The likelihood and impact of risks are the actual results, which directly collected from contractors. So that this research can focus on ‘How risks really happened not what statuses of risks are perceived to be’.  All data collected in this research are from direct interviews with appropriate practitioners. The interview process is well and strictly controlled. Bias due to interview survey can be firmly minimized in this research.  This research is project-based. It is not opinion of respondent-based survey which just like vast other previous researches.  Risk index is suggested and the measures of some risk respondents were suggested for practitioner who work in Vietnamese construction projects. The results of this research will be very useful for foreign contractors who want to take part in Vietnamese construction market.

국 문 요 약 시공사 관점의 베트남 도로 공사 리스크에 대한 실증적 분석

베트남의 인프라시설 중 도로프로젝트에 참여하고 있는 시공사 관점에서 리스크에 대한 실증적 분석을 하고자 문헌연구 및 전문가 면담에 의해 리스크요인을 수집 정리한 후, 베트남에서 수행된 57개 도로 프로젝트에 직접 참여한 시공사의 전문가에게 대면설문조사로 리스크요인 자료를 수집하였다. 수집된 리스크요인을 6개 관련그룹(시공사, 프로젝트, 발주자, 외부 및 환경, 자원 및 설계)과 3범주[프로젝트규모, 프로젝트 발주처(자금원) 및 시공사 국적]로 나누어 각 리스크요인에 대한 기술통계량을 정리하였고, 발생확률과 영향도 사이 및 순위 사이의 상관관계를 분석하였다. 주요한 8개 리스크요인은 공사부지 인도 및 보상 지연, 인플레이션, 발주자의 지불일정 불확실, 프로젝트 각종 승인 지연, 기성물량조사, 자재공급일정, 물량변동, 설계변경으로 나타났다. 리스크요인의 발생가능성과 영향도를 결합하여 계산한 리스크지수(risk index)를 제안하였으며 실무자를 위하여 리스크지수의 크기에 따른 관리기준을 제시하였다. 프로젝트의 내외환경을 고려한 SWOT분석을 통하여 전략수립(PLAN), 전략시행(DO), 모니터링(CHECK) 및 계획수정(ACTION)의 4단계 리스크 대응방안을 순환적으로 진행토록 제안하였다. 프로젝트의 규모, 프로젝트 발주처(sponsorship) 및 시공사의 국적에 따른 리스크요인 분석결과, 요인에 따라서 발생가능성 및 영향도가 달리평가하는 경향이 있는 것으로 나타났다. 피어슨과 스피어만의 상관관계분석결과 프로젝트 시공사국적에 따른 발생확률과 순위 사이에는 유의한 상관관계가 존재하는 것으로 나타났고, 외국국적시공사는 발생확률과 영향도 사이에도 유의한 상관관계가 나타났다.
