- Abstract
- It needs to construct safety and health in company management system in order to effective performance safety management of construction disaster prevention. Actually, if being constructed company safety and health management system like being satisfied with qualification standard of KOSHA 18001, the hazard rate is even more decreased than before being satisfied with qualification standard. That is corroborative results which constructing of safety and health management system is very useful to prevent construction disaster. So many companies and institute related internal construction are working hard to impose safety and health management system. Thus, if it does not effort effective management, it's effectiveness will have to be decline disaster decrease and prevention. For example, looking at disaster rate of company acquired the certification of KOSHA 18001. Immediately after certification, the disaster rate had been significantly reduced and then disaster rate is at a standstill or also that the case can be seen to increase rather to demonstrate that the lowering of the effectiveness. Therefore, it needs to develop ways to increase the effectiveness of a construction safety and health management system. In order to enhance the effectiveness of construction safety and health management system should be improve or complement, it could be need diagnostic assessment standard to diagnose company's safety and health management system construct and management about construction. In external case, there are three standards to assess safety and health management level. (1) safety and health management system certification standard directly utilize as safety and health management diagnostic standard such as OHSAS 18001. (2) To develop ways to utilize safety and health management certification standard based on the appraisal standard. (3) Although a variety of diagnostic standards and certification criteria established or developed such as to develop new standard with irrelevant certification standard. It is difficult to introduce directly into national standard because the standard of state in each country. In internal case, some of researchers suggest a standard but it can apply to most of construction companies, and it is a limit that can not be utilize at ordering agency or design/supervision agency. Therefore, this research considers the role of the construction projects involved construction-related companies/institutes(orders, design/supervision, construction), we propose an evaluation model to evaluate the diagnosis safety and health management level of enterprises/organizations. To this end, this research derives participating institution construction safety and health management systems assessment and evaluation indicators. And though the experts survey, derived evaluation system and evaluation indicators's effectiveness verifies.
