사회적기업 지원제도 실태와 지원 및 개선방안

Abstract

The purpose of this study is recognizing current state of social enterprise and researching how to improve legal supports for social enterprise. In Korea, social enterprise is defined as "an organization which creates jobs for the disadvantaged or enhancing the quality of local residents' life by providing social services". From that definition, social enterprise concentrates on social objective rather than maximizing profit, so it is hard to continue without any supports from government, local community, and so on. So Korean government legislated the Social Enterprise Promotion Act since 2007 to provide legal support and invigorate. In this study, contents of the legal supports are classified as four items, which is named as nurturing laborer, managing support, financial support, labor cost support. In detail, nurturing laborer is educating laborer to assist disadvantage's further life, managing support is consisted of consulting about management, pro bono legal services, marketing supports, e.t.c, financial support is consisted of donation, fund, loan, and so on, labor cost support is aiding payroll cost to social enterprise. At last, details of each content are explained in body and there improvement point are drown too. All four supports are needed to improve social enterprise, in brief conclusion, but labor cost support s less relation than other three.
