선진국의 SPS조치가 중국 차(茶) 수출에 미치는 영향

Abstract

국제무역의 발전, 경제의 세계화, 무역장벽의 발전에 따라 국제무역의 역할은 점진적으로 감소해 왔다. 또한 관세장벽은 비관세장벽으로 대체되었다. 이는 국제무역 발전의 필연적인 결과라고 할 수 있다. 이 비관세장벽 중 SPS조치는 인류 보호 및 동식물 건강을 목적으로 하며 특히 오늘날 농업시장에서 SPS조치의 역할은 점차 중요해지고 있다. 그러나 일부 국가는 농업시장을 보호하기 위해서 SPS조치를 은폐적인 무역 기술 장벽으로 만들었다. 중국은 전 세계에서 최초로 茶를 마시기 시작한 국가이다. 중국의 차 수출은 중국 대외무역의 중요한 부분이다. 그러나 최근 선진국의 SPS조치 설정으로 인해 중국의 차 수출은 큰 타격을 입었다. 따라서 SPS조치에 관한 연구는 현실적으로 중국의 차 수출과 매우 깊은 연관성이 있다. 본 논문은 이러한 사실을 바탕으로 SPS조치가 중국의 차 수출에 미치는 영향에 대한 연구를 실시하였다. 또한 중력모형을 활용하여 선진국의 SPS조치 실행이 중국 차에 미치는 영향을 연구하였다. 이를 위해 본 연구에서는 1994-2013년 중국의 차 수출에 관한 데이터를 활용하였으며 연구 결과 선진국의 엄격한 SPS조치로 인해 對선진국 중국의 차 수출에 부정적인 영향을 미치는 것으로 나타났다. 개도국인 중국 차의 MRLs(최대농약잔류함량)와 선진국의 MRLs는 큰 차이가 있다. 최근 몇 년 간 선진국의 농약잔류 표준은 더욱 엄격해지고 보완되었다. 따라서 중국 정부는 선진국의 법규와 맞는 정책으로 수정해야 할 것이다. 또한 수출기업은 이러한 정책을 준수하고 이러한 방식을 활용하여 SPS조치의 부정적인 영향을 감소시켜야 할 것이다.

With the development of international trade and economic globalization, traditional trade barriers such as tariffs gradually reduce the role of international trade, non-tariff barriers gradually replace tariff barriers, the inevitable result of the development of international trade. SPS measures for the purpose of protection of human, animal and plant health, play an increasingly important role in the international trade of agricultural products in today's society, and the SPS measures also become an extremely concealment of technical barriers to trade in some countries to protect their agricultural markets. China is the origin country of the tea, and it is the first country which begin to drink it. Tea export has been a very important aspect of China's foreign trade. But due to the SPS measures setting by developed countries in recent years, China's tea export suffered huge losses. So researching on SPS measures and analysing of SPS measures trade barrier on China's tea exports has a great effect and practical significance on China's tea export. Based on this background, this study was conducted to determine if SPS measures would have any effect on trade. Specifically, How the SPS measures of the developed countries would affect the trade of China tea was investigated utilizing the gravity model. In this study, we select the tea export trade volumes and trade data of China in a period of 20 years from 1994-2013 for analysis. From the estimation results, it was found that the increase in SPS measures have a negative effect on the export of China tea to the developed countries. As a developing country, china’s tea MRLs(Maximum Residue Limits) and the MRLs(Maximum Residue Limits) of the developed countries have a big gap. After many years to come, the developed countries of pesticide residues standards will become increasingly stringent. So the China government needs to modify the policies according to the regulations of the developed country. At the same time exporters also need to comply with these policies. By this way, the negative effects of SPS measures is to be reduced to a minimum.
