방송권역의 중요성이 사라지고 디지털 전송방식의 확산으로 다채널 다매체 시대가 시작됐다. 미디어 빅뱅시대에서 가장 위기감을 느끼고 있는 매체는 지역지상파 방송이다.
지역 지상파 방송은 중앙집중적 사회구조에서 비롯된 광고 위축과 중앙 본사로의 종속, 콘텐츠 제작 능력 저하, 지역 프로그램 축소 등에 따른 매출 하락으로 경영상 어려움이 지속되고 있다. 지역방송의 구조적 한계를 극복하자는 취지에서 등장한 것이 지역방송권역 광역화이다.
이 연구는 미디어 빅뱅 시대에서 2011년 8월 MBC 지역계열사로서는 처음으로 광역화를 한 MBC경남의 사례를 통해 방송광역화의 경영성과를 분석하기 위함이다. 광역화를 둘러싸고 규모가 큰 계열사가 상대적으로 작은 규모의 계열사를 흡수 통합함으로써 권역 내 중앙집권적 구조가 형성되다는 반대 주장과 규모의 경제 달성, 경영 효율성을 위해 필요하다는 찬성 주장이 엇갈린다. 이에 따라 광역화 전후 경영성과를 분석했다.
첫 번째 연구는 MBC경남의 경영은 광역화 이전과 이후에 어떤 변화가 있었는지 살펴봤다. 그 결과 MBC경남의 전반적인 경영 성과는 광역화 이전과 비교했을 때 차별성을 보여준 성과는 없었다고 볼 수 있다.
두 번째 연구는 재무성과 및 경영 타당성을 분석하기 위해 광역화 전후의 기업 안정성, 수익성, 성장성, 로컬방송 비율을 분석했다. 연구 결과 매출액영업이익률, 총자산순이익률 매출액순이익률 등을 측정한 수익성은 전반적으로 양호했다. 부채, 유동, 고정비율을 알아보는 안정성 부분은 광역화 이전보다 매우 높은 안정성을 보였다. 성장성 부분은 광고시장에 따라 부침이 있었지만 비교적 안정적인 것으로 조사됐다. 로컬방송 비율은 광역화 전후를 비교했을 때 크게 달라진 것은 없는 것으로 나타났다.
두 번째 연구과정에서 특이할 부분은 MBC경남의 매출 구성비이다. 대부분 방송사가 매출액의 상당액을 광고 매출에 의존하고 있는 데 비해 MBC경남은 광역화 이후 다양한 수입원을 창출하고 있었다. 광역화 이전 한때 65%를 넘어섰던 방송광고 의존도가 광역화 이후에는 50%이하로 감소한 것으로 조사됐다.
광고 의존도가 줄어든 반면 협찬 수익이 2배 가까이 증가했으며, 제작프로그램 판매수익의 매출액 대비 구성비가 광역화 이전보다 5배나 증가했다. 광고 시장의 어려움을 협찬, 프로그램 판매 등 다른 수입원을 창출하거나 확대함으로써 위기를 극복했음을 보여준다.
MBC경남의 경영성과 분석 결과 이 회사는 안정적이고 성장성을 갖고 있는 방송사인 반면 수익성은 광역화 이전과 큰 차이가 없었다. 그러나 미디어 환경 변화에 대처하기 위해 MBC경남이 광역화 이후 사업 다각화를 이뤄낸 것으로 나타났다. 광역화 이후 방송환경이 나아지지 않았지만 경영 효율성을 통해 광역화 시너지를 끌어올렸음을 보여주는 것이라고 하겠다.
연구 결과 광역화만이 지역MBC 경쟁력을 향상시키는 성장촉진제라고는 볼 수 없다. 내·외부 방송환경에서 광역화가 거스를 수 없는 추세라면 광역화 이후 경영 효율성에 대한 심도 깊은 논의를 MBC 계열사가 해야 할 것으로 보인다.
이 연구는 지역MBC계열사의 최대 이슈인 광역화가 가져다주는 경영성과를 분석하는 데서 출발했다. 연구의 시사점은 규모의 경제를 중시하는 방송업에서 안정적인 경영구조를 위해서는 방송광고 의존도에서 벗어나야 하며, 광역화 이후 MBC경남처럼 여러 수입원 창출이 이뤄져야 한다는 점이다.
결국 매출액 상승이 프로그램 및 뉴스 제작비 상승, 고급 인력 확보로 이어지며, 이는 제작 프로그램 콘텐츠 품질 향상, 시청률 상승, 광고 수입 및 협찬 수입 증가, 지역MBC 계열사 재정 안정화를 줄 수 있기 때문이다.
