Abstract

These days, East Asia has their interest in east province of north Korea and Chinese three Northeastern provinces bigger than before. Northeast Asia Sub-Regional Cooperation that plans ranging Tumen River region development plan with wide Tumen River development plan would make great effect of the North Korea's future and Northeast Asia province alliance. this province has lots of meaning, especially political and economical parts without national strategic variable that confrontation between South and North Korea, competing China with Russia, relative passivity about international alliance of Japan. Cross-border development cooperation in North Korea-China is going through a period of transition from coexistent Cross-border development cooperation to interdependent Cross-border development cooperation. China could have national boundary stable effect in political security. since middle of the 1990, North Korea's have faced with economical isolation because of nuclear arms situation. it makes deterioration relationship with north and south Korea and restriction of international society. Cross-border development cooperation in North Korea-China is expected that it could solve financial difficult and isolation problem of the North Korea. It is necessary that trust of the participated nation and also need that simplification and standardization of the administration. North Korea and China is a friendly nation as traditionally, however, now both have difference in a wide range of the indicator such as level.
