한·아세안 FTA 원산지증명서 활용방안에 대한 연구

Abstract

This study’s objective is to study the current state and application plans of Back-To-Back C/O amongst various C/Os. Building on the effectuation of FTA, Korea and ASEAN countries are enlarging their scope of exchange, including investment, service, etc., leading C/O, which is related to the conventional tariff between South Korea and ASEAN countries. Nonetheless, the Back-To-Back C/O, which was adopted to revitalize trade and which only exists between South Korea and ASEAN nations, is rarely used. According to Korea Customs Service, South Korea and ASEAN countries have respectively issued 10 and 17 Back-To-Back C/Os in total from 2011 to March of 2016, which is quite small compared with the total number of C/Os issued. The reason turned out to be the difficulty of managing transit articles experienced by ASEAN countries related to direct consignment, the complicated and time-consuming verification system, and the low awareness amongst the government and the firms. Back-To-Back C/O can contribute to the growth of domestic firms and thus the national economy by decreasing logistical costs through utilizing logistic hub nations, revitalizing entrepôt trade, and utilizing free trade area. In order to invigorate the use of Back-To-Back C/O, transit articles need to be managed at the transit nation through agreements, fast and convenient procedures need to be established, business models have to be developed and advertised by the government and the firms’ awareness needs to be raised.
