A study on safety culture improvement of 「A」 power plant
Abstract
As the industries are becoming more complicated and larger, and the new technologies are coming out, the factors that could threaten the workers' lives and health are becoming more and more various. For this reason, the prevention methods of industrial accident and the objectives of the activities are also changing together.
In the past, the industries tried to prevent accidents by installing the hardware protection or developing a safety management system for the worker's behavior. However, with the traditional methods, there is a growing interest in the improvement of safety awareness in the organization by inducing changes of worker's consciousness and behaviors through a safety culture. According to the reports of major industrial accidents having the high risks, it has been reported that the safety culture of the organization played an important role. It also proposed the safety culture as an accident prevention measures through the analysis of Chernobyl nuclear power plant accident which showed a glimpse of the importance of safety culture as well. Therefore, it is necessary to study the safety culture which is recently emerged as the area of the interest.
This study targeted the A power plant to derive factors that hinder the improvement of safety culture. Safety culture level of A plant was continued to rise to 6.8 (2015) from 5.6 (2011), and the difference of the safety culture between managers and workers was reduced to 0.7 from 0.5. This result is higher than the average level of domestic safety culture (5.4), though it still does not reach at the international level.
In this study, the analysis was performed on 212 items by 29 categories used for the safety culture evaluation to derive factors inhibiting the improvement of the safety culture in A power plant. As the results, 6 out of 29 (corresponding to 20% of the total, less than the mean of standard deviation) was derived as factors inhibiting the safety culture. After converting the six items into 30 questions by applying five questions against each item, the survey was conducted for A plant employees. And in consideration of the human sociological and job-related characteristics, nine characteristics such as a gender, working types, etc were classified.
The results of the survey showed that the age, the position, the tenure, the training hours, and the working types among the nine characteristics were significant. The result of this study could be used for not only the power plants but also the improvement of safety culture in domestic companies as the fundamental data.
