Measures for reduction of metro doors jamming incidents
Abstract
The urban railway for the efficient transportation of citizens has been reached up to 18.5% transport share (2014) since Seoul Subway Line No. 1 started in 1974. As the use of the railway increased, the government enacted and implemented the Railway Safety Act in 2004 to ensure the railway safety and promote the public welfare. Thereafter, the safety performances have been reaching at the level of the developed countries with 14.2 fatalities from 7.3 train accidents per year.
In addition, the railway fatalities compared to the total transportation fatalities decreased from 2.2% in 2010 to 1.4% in 2014 after installation of PSD (Platform Screen Door) and others for prevention of fall incidents from the platform and suicides. However, although the overall safety has been highly secured, pinching accidents between the doors have been increased.
This study analyzed the cases of Busan Metro against the increasing doors jamming incidents and developed the Accident Tree throughout identifying causes by in-depth interviews, and surveyed the strength of the risks as per the causes which railway drivers feel. Total 380 incidents during 2011-2015 were considered for the analysis.
As the results, it was shown that 58.6% of the occurrences were covered by elderly people than 60 ages, and 43.9% happened during the rush hour. These results were classified as human factors, facility factors, and institutional factors by using Accident Tree. Total 35 factors were derived by classifying human factors as railway drivers and passengers, facility factors as platform checking devices and others, and institutional factors as operation plans and campaigns.
Questionnaire survey about these factors was brought to the railway drivers. The results showed that "monitoring capability limit of driver" (46.3%) in the institutional and the driver factor, "immoderate getting on and off" (99.2%) in the passenger factor, and "it is difficult to check CCTV at a curved station" (65.9%) in the facility factor are the most high risk factors.
This study could contribute to the railway safety by achieving the reduction of doors jamming incidents of passengers throughout identifying problems and developing the actions for improvement in terms of the human, institutional and facility factors.
