Abstract

This research is trying to comprehend various problems about Intensive Landscape Management Zones(ILMZ) by looking up connection plans between fields and set-up standards following the changes of choosing Intensive Management Zones that are affected by Busan's establishment of landscape planning. Analysis results were summed up as follows : First, the 13 ILMZ chosen by Busan Landscape Detail Plan in 2009 and the 3 zones chosen by Busan Design General Plan aren't connected at all. It seems that the reason is up to the fault that they didn't understand rural landscape precisely. Therefore the most priority at setting-up the ILMZ is comprehensive investigation on the landscape, as follows: character of rural landscape common in city-geologically, space-structurally, materially, and socially and various landscape types. Second, the ILMZ's complicated guidelines are limiting plans put into action. Plans that makes effectiveness higher are needed, such as writing up the minimum landscape manual that target area wants, or simplifying details of landscape design plans. Third, in case of other cities, landscape resources are specified by their own characters of landscape like outstanding landscape preservation area, landscape damage concerned area, landscape character reinforcement area, etc. And it leads to have unity on goals, plan directions, and set-up of guidelines. Accordingly, vast and complicated choosing of ILMZ can cause confusion on prosecuting landscape business. So it seems deciding sites that need landscape management in priority by landscape types minimum, and making the management standards clear are needed

As mentioned, the sites have limits in their landscape being preserved, managed and formed in priority, with just contents that suggest or induce. Therefore district designation is needed by management methods such as setting-up ILMZ as landscape area․fine view area, forwarding business that fits ILMZ's own character or establishing district unit plan. Also, institutional way that allows to review basic landscape plan or landscape management plan for three-dimensional landscape structure such as skyline or investigating present landscape when landscape committee deliberates or consults has to be sought in case of development business or constructing building are done in ILMZ.
