어선감척사업으로 인한 연안자망어업의 생산자잉여 변화분석

Abstract

This study aims to analyze not only the effect of fisheries resource restoration of vessel buy-back project but also the economic effect of resource use of the remaining fishermen in coastal gill net fisheries which occupies the largest vessel reduction proportion of coastal fisheries in the Republic of Korea. As analyzing methods of this study, first, the CYP(Clarke・Yoshimoto・Pooley) surplus production model was applied to assess biological resources. Secondly, the with and without analysis was employed to estimate the changes in producer surplus of the remaining fishermen depending on the presence or absence of the project's implementation. As the results of with and without analysis, maximum sustainable yield of the coastal gill net fishery has increased due to the vessel buy-back project, and the level of maximum economic yield that can maximize profits under the current resource amount has also improved due to the project. In addition, the level of yield under the open access assumption has even improved. Also, under the open access assumption, the total producer surplus of the coastal gill net fishery is reduced due to the buy-back project, but the producer surplus per vessel increased due to the project. In conclusion, the vessel buy-back project of the coastal gill net fishery in the Republic of Korea has led the positive effect of fisheries resources recovery and also has increased the producer surplus of the remaining fishermen by reducing the input of unnecessary production factors.
