Abstract

Currently, starting with Korea-Chile FTA agreements in 2004, our country concluded to a free trade agreement with 15 agreements and 69 countries, and negotiating with other 6 conturies for more FTA agreements. In addition, more than 70% of Korea's total export and import amount is dependent on FTA. However, with the expansion of the scope of business expected after the entry into force of the Free Trade Agreement, there have also been a substantial increase in the number of cases where the business model has been substantially changed. Thus, In this study, we surveyed the effect of the increase of the work area and creating the added value by FTA agreements through the customs broker and officers so as to determine whether the work was increased, and if so what kind of work was like. This survey shows the scope of the customs broker business has expanded through free trade agreement according to those surveyee’s opinion. The surveyee’s are also citing feeling an increase in workload, size and ect of business. However they threw negative views about the creation and value added work of their business models. In addition, concerning business analysis results, issuing export certificate of origin was an impact on business size and value added works, plus tariff classification on goods’ imports and applying conventional tariff rules after customs clearance was deemed to have impact on the expansion of the business area and scale. Thus,it is needed to boost the eonneunba of monetization models for development and research. Furthermore, the post of origin verification tasks seemed to have an impact in terms of the business scope and scale as expected through working field and relevant authorities , but this also does not seem to boost impacts on creating values. As a result, it is urgent to develop after-the-fact screening of origin and associated business models. The FTA consulting service also lacks the impact on the actual work area and scale, and lacks the added value creation effect. Therefore, the consulting business should be expanded through the presentation of the new paradigm. Therefore, application and utilization based on accurate knowledge, interpretation, and understanding of FTAs ​​are necessary, and it will be necessary to make effort to convert free trade agreement into opportunity through continuous education and publicity. In addition, it is urgent to change the direction of more realistic and consulting oriented business rather than the customs business as customs clearance and trade assistant until now.
