A Study on the Improved Business Processes of Civil Affairs and Services for Efficiency Upgrade of e-Government System
Abstract
It is more than 30 years to start building e-government administrative services for the general public. The central government established computerization of administrative service and has promoted the informatization of local government since then. It has been investing a lot of resources to improve the content and format of the public administration services so far. Even though the currently operating e-government system has increased operational efficiency in part and brought in improvement in service quality, the improvement of the system that promotes the administrative services innovation based on the business process reengineering(BPR) business process-oriented organization for efficient operations has been steadily required. In addition, business transparency and building up an information resource for administrative innovation are emerging as a key challenge of e-government. Public administration service is the forefront of public service where the government and the public contact, which functions to provide government administrative services for the national demand while the supply of administrative services to the citizens is taking place at the same time. Thus, the government gives more value to the accessibility, speed, fairness and equity and has steadily been working on improving its administrative services. That is because information is operated as a separate and individual system that is not correlated among tasks through unit-business basis. General unity process for public administration services must be designed and constructed by re-analyzing the entire process units and digitalizing them so that a variety of data and information between unit information systems can be linked and shared to reduce duplicate business handling. In other words, we need to fundamentally re-analyze and design business processes in the administrative services for completing the integration of administrative information systems. Besides, in order to build the advancement of citizen-based administrative services, a computerized information-sharing system of administrative services in the government-integration perspective should be built by completing. Yet, it is impossible to stablish a government - wide e-government systems over again in reality.
Therefore this study analyzed an effective business process that is the partial improvement factor and presented a model that can consolidate disconnected and isolated public administration services and improve the reliability and productivity of their business through database systems design which is related to individual public administration. This study focuses on all the administrative services for the request and receipt of reflecting the stance of people, designing an integrated business portal for efficient distribution and processing administrative services from the public, and managing and monitoring them into the integrated database system and finally building up the database of knowledge and information concerning the completion of administrative services.
