Emergy Evaluation of Typhoon Maemi on the City
Abstract
Damage of both life and property has been increased recently by natural disaster under the influence of climate change. For this reason, researches about assessing natural disaster vulnerability or risk and evaluating loss from natural hazards for damage estimation model have been mainly carried out to make effective and scientific prevention policy as prioritizing relatively vulnerable section. However, Their method for assessing vulnerability had limitations because of inconsistent proxy variables and statistical treatment by researcher’s purpose and duplicating variables. Also, it is difficult to make a decision which part of the city was affected by disaster because measure units of damage and loss are different respectively such as person, ha, ton, won etc. Accordingly, this study aimed at quantifying structure and natural disaster impact of city expressed various kinds of material and energy unit using emergy through recognizing disaster as the relations between order and disorder by Top-down perspective of system approach. In this study, ordered structure of cities and disordering energy, disordered parts and reordering energy by typhoon Maemi in 2003 were analysed as a common unit. As a result, ordered structure was destroyed 0.0145%∼0.045% by typhoon Maemi, disordered part of Busan was 2.80E+20sej, Jeju was 1.11E+20sej, Ulsan was 7.66E+19sej, Daegu was 7.53E+19sej. And then, comparison between disordered part and reordering energy using emergy unit was analysed. Thus, amount of reordering energy was less than amount of disordered parts in all cities. Occurrence of these difference was because of considering damage of forest biomass, agriculture biomass, electricity, water supply, natural gas which had not been estimated properly. Also, through the comparison with other study on evaluating emergy of typhoon impact, it is suggested that if more powerful typhoon disordering energy happens, the amount of reordering energy should be increased to restore damage and loss sufficiently. In conclusion, it was able to figure out the impact of disaster quantitatively by environmental and economic systems showing as common measure. Based on this study and further research to make effective prevention for how much prevention ability should be increased will contribute to producing the scientific data for disaster management policy in future.
