Assessment and type analysis of Typhoon vulnerabilityin coastal areas of Korea
Abstract
In this study, we selected the variables that represent exposure, sensitivity, adaptability depending on the vulnerability framework presented in the Intergovernmental Panel on Climate Change(IPCC) for a typhoon vulnerability assessment in coastal areas of Korea. Exposure was assessed by surge height and significant wave numerical model results caused by typhoons that affected the country from 2010 to 2014. Sensitivity was evaluated by human, property and geographic sensitivity, and adaptability was assessed by human, property and geographical adaptability that can reduce the sensitivity in response to the disaster. Each proxy variable was graded 1-5 through the standardization process, and represented by different luminosity so that color-blind could distinguish. The results of the typhoon vulnerability index were as follows: 1st grade: 3,639, 706.96km, 7.40%, 2nd grade: 13,239, 2,639.13km, 26.80%, 3rd grade: 16,023, 3,191.42km, 32.40%, 4th grade: 8,767, 1,698.69km, 17.70% 5th grade: 7,734, 1,413.11km, 15.70% in total 49,402cases, 9,649.31km. The assessment results were classified in four different types of vulnerability [type A, type B, type C, type D]. Where type A is high typhoon impact and low adaptability, type B is high typhoon impact and high adaptability, type C is low typhoon impact and low adaptability, and type D is low typhoon impact and high adaptability. Type A appeared in the most municipalities where were located on the path of eleven typhoons that caused great damage to Korea from 2000 to 2014.
The results of the typhoon vulnerability assessment were qualitatively verified by comparing the damages of the typhoon CHABA(1618). With this, vulnerability assessment of the typhoon in this study is relatively accurate.
These typhoon vulnerability assessment results, basic data, and verification contents can be utilized as basic data for local government adaptation and countermeasures against the typhoon, or as disaster safety instructional materials.
