SWOT-AHP 분석을 통한 지속가능수산 발전 전략에 관한 연구

Abstract

국내 수산업은 계속되는 해양환경오염, 어장생태변화 등의 문제가 야기하는 자원고갈, 생산량 정체와 같은 위기에 직면해 있다. 우리나라 수산업은 특히 전통산업으로써의 가치가 크고 국민 식량 안보와 직접적인 관련이 있기 때문에 수산자원회복 및 공급량 확보, 나아가 해양환경보호를 위해 기술혁신이 수반된 지속가능한 수산업으로의 패러다임 전환 필요성이 대두되고 있다. 따라서 지속가능한 산업으로의 발전을 위한 전략 수립 및 기술적 관점의 접근을 통한 성장동력 확보, 부가가치 창출 등의 기회를 논할 필요성이 있을 것으로 보인다. 본 논문에서는 수산업 관련 전문가 대상의 설문조사를 기반으로, SWOT-AHP 분석을 실시하여 지속가능한 수산업의 발전 전략 요소를 선정, 각 요소들의 상대적 중요도를 산출하였다. 분석 결과 수산자원 고갈과 지속적인 국내 수요가 높은 중요도를 나타냈고 신기술사업 출현, 자원 관리 정책 추진, 기술융합과 첨단산업화가 상위 주요 요인으로 선정되었다. 이는 현재 우리나라 수산업이 당면해 있는 위기에 대한 인식과 함께 이를 극복하기 위해 효과적인 R&D 전략 수립을 포함한 기술적 관점의 전략 모색의 필요성이 나타난 결과로 볼 수 있다. 본 연구는 전통산업인 수산업의 지속가능한 발전을 위하여 SWOT-AHP를 적용하여 기술혁신의 필요성을 제시한 최초의 연구라는 점에서 그 의의가 존재한다.

Domestic fishery industry is facing a crisis such as exhaustion of resources and stagnant production which might cause continued marine environmental pollution, fishery ecological change. Because the fishery industry of our country has highly value as a traditional industry, directly related to the food security, the necessity has been emerged to convert its paradigm into the sustainable fishery industry which can secure the recovery and supply of fisheries resources, and further protect the marine environment. Therefore, it is considered there is a necessity to discuss securing growth drive, the creation of added value by establishing the strategy for sustainable industry development, by approaching the technical view. This study conducted SWOT-AHP analysis, selected the strategic element of fishery source development based on the survey targeting fishery business related experts to calculate the relative importance of each elements. As a result of analysis, the depletion of fishery resources and the continuous domestic demand showed high importance while emergence of new technology business, promotion of resource management policy, technology convergence and high-tech industrialization are selected as top major elements. This is judged we should recognize the risk that our fishery industry faces and there is a necessity to seek the strategy from the technical view including effective R&D establishment which can overcome this. This study is meaningful in that it is the fist study that suggested the necessity of technology innovation by applying SWOT-AHP for the sustainable development of fishery industry, our traditional industry.
