The Estimation of Damage to Coastal Fisheries Based on Prohibition of Major Fisheries Subsidies
Abstract
The purpose of this study is to estimate damage of Korean coastal fisheries caused by prohibition of major fisheries subsides such as tax exemption oil, fisherman and fishing vessel insurance, and interest subsidy of fishery fund.
This study first uses Gavaris’ general linear model to standardize fishing efforts of four coastal fisheries including gill net, trap, composite fishery and stow net. Second, catch, fishing effort, and fishery stock in the level of MSY were evaluated using the CYP model, which is an exponential surplus production model based on Gompertz growth function. Third, bioeconomic model was constructed by adding price, cost, and fisheries subsidies per fishing effort to the CYP model. Additionally, according to with and without fisheries subsidies, levels of catch, fishing effort and fishery stock under MEY and OA level were compared. Fourth, the supply curves under the level of MEY and OA were derived with and without fisheries subsidies, and then the fishery price, supply amount, and producer surplus under the level of MEY and OA were estimated by price elasticity for demand for fish of previous research. Fifth, the damage of the coastal fisheries under the level of MEY and OA were estimated by applying the production inducement coefficient and the value added inducement coefficient of previous research to the producer surplus change.
In conclusion, coastal fishermen will be damaged by rising cost if fisheries subsidies such as tax exemption oil, fisherman and fishing vessel insurance, and interest subsidy of fishery fund are prohibited. In detail, fishing effort and the producer surplus under the level of MEY and OA is decreased by prohibition of the fisheries subsidies, but fishery stock is increased. The amount of the Korean coastal fisheries' damage was estimated to be from KRW 54,460 million to KRW 405,049 million.
