결함수 분석(FTA) 기법을 이용한 어선 해양 사고 분석

- Abstract
- Marine casualties originated by fishing vessel occupied 70 percent or more of all from 2008 to 2015 in Korea, therefore the prompt measures to decrease of the marine casualties in fishing vessel is indispensable to reduce the nationwide casualties.
Since the competent authorities in Korea know of these circumstances very well, the relevant government ministries have tried to reduce the marine casualties, but it has not reduced constantly until now.
The most frequent occurring and the serious marine casualties in fishing vessels are collision and engine damage in statistics from Korea maritime safety tribunal (2008∼2015).
Both of them, the worst serious casualty is a collision.
The collision is given a great deal of weight in all marine casualties, and the causes of it hold a majority in the negligence of watching.
From these point, this study deal with the collision and its immediate cause, the negligence of watching.
Moreover place the focus on the indirect causes of the negligence of watching occurring.
All casualties have an immediate cause and indirect cause, but many disaster scientists laid stress on the importance of the indirect cause on their doctrines including Frank. E. Bird Jr. on the his domino theory.
Since 4M of the NTSB(National Transportation Safety Board) which means man(human), machine, media and management is often used for evaluating the disasters very widely, author used 4M method to classify the indirect causes involved in the negligence of watching occurring deeply and evaluate it quantitatively.
Basic analyzing data got from the questionnaire made by experts of sea service part, and analyzed for using fault tree analysis.
The results are as follows.
The indirect causes of the negligence of watching occurring were consisted of the man factors 23.0%, machine factors 7.9%, media factors 33.1% and management factors 25.9%.
This means that the occurrent probability of the negligence of watching due to man factors is less than the media factors or management factors.
The occurrent probability of the negligence of watching in the collision according to the indirect causes occupied 64.9%.
This means that an immediate cause of a collision, the negligence of watching involves various indirect causes.
For the reduction of the negligence of watching from this results, it needs an effort not only removing the man factors, but also removing the media factors and management factors.
