감리와 건설사업관리 통합에 따른 감리원의 역량강화 방안

Abstract

In accordance with the requirements of competitiveness improvement for construction technology service business in global construction markets, and necessity for switching from its paradigm based on regulation and management to promotions or supports, Ministry of Land, Infrastructure and Transport (MOLIT) proclaimed the general revision of 'Construction Technology Management Act' in May, 2013. In light of the fact that the revision contains an integration policy aiming at the unification into the construction management, which was formerly being operated in dualized system by design/supervision and construction management (CM), it is expected that the construction technology service market will begin facing great changes from now on. Therefore, this research suggests plans on strengthening of ability for supervisors' smooth CM task performance under the environmental changes coming from the integration of construction technology service business.

This research paper was made as follows: 1) It grasped the concepts and the current status of materials for plans on strengthening of ability, which went through studies of supervision and CM related regulations, reference researches, and market condition examinations of construction service business. 2) With comparison analyses of supervisions and CM services, it deducted problems incurred during the current supervisors' performance of CM services. 3) It deducted plans on strengthening of ability by working out requirements of the current supervisors' strengthening of CM services ability, importance in CM services, through questionnaires. 4) It suggested the ability-strengthening plans in terms of supervision companies, individual supervisors, and CM-specialized educations.

Based on the details derived from the questionnaires, this research proposed main contents for plans on strengthening of CM services ability in the following manner: 1) Abilities on technical support must be intensified by readjusting CM organization system in terms of supervision companies, building information system, and securing CM-related technicians. 2) Abilities should be strengthened by the supervisors' changes of their mind to construction management, expansions of business area, and possessions of element technical skills. 3) The abilities must be strengthened for phases such as pre-design stage, design stage, business plan & plan management, working expenses management, design management, and ten sections on detailed important task, which were examined through the construction management business' importance research. 5) The current supervisors' abilities can be improved by revitalizing CM-specialized educations and integrating qualifications management. I hope that the plans on strengthening of ability suggested in this research can be useful for supervisors who are about to start their CM services to improve themselves to meet the level of CMr. Also, it is considered that they should keep making their greater efforts to become CM professionals with securing various skills and management capabilities under the rapidly changing construction environment.
