A Study on the Economic Performance Evaluation of Self-Management Fisheries in Busan, Ulsan, and Gyeongnam Region, Republic of Korea
Abstract
This paper attempts to evaluate whether self-management fisheries have economic performance. Since 2001, self-management fisheries in Korea has been increasing. As a result, there were 1,129 participating groups in 2015, an increase of about 14 times from 79 in 2001. However, the quality growth of self-management fisheries has been sluggish and the economic performance evaluation has been insufficient. For this reason, the self-management fisheries budget was cut about 50% in 2016. This has further reduced the effect of the self-management fisheries. In order to promote self-management fisheries, it was necessary to analyze whether there is a positive effect of self-management fisheries participation in communities, and to provide a basis for future policy decision making.
Therefore, this study sought to analyze the economic performance of the self-management fisheries policy rather than individual community outcomes. The target of the analysis is the fishing community in Busan, Ulsan and Gyeongnam area in 2015. The analytical method used Propensity Score Matching method to solve the selection Bias problem that occurs in measuring the economic performance.
First, it was to estimate the propensity score through the Logit analysis. Logit analysis showed that communities with a large number of fishing vessels and communal facilities were more likely to participate in self-management fisheries. Secondly, propensity score was calculated based on logit analysis. This was done by using Nearest Neighbor Matching, Radius Matching, Kernel Matching, and Stratification Matching to match participating and non-participating communities. Finally, this compares the economic performance of each community. As a result, it was found that the participating communities had an average income of about 2,040,000 won to about 4,320,000 won higher than the non-participating communities.
The results of this study showed that the self-management fisheries can be evaluated economically in a more quantitative way. In addition, the activities of community participating in self-management fisheries showed significant influence on income. This can be provided as an objective basis for the reasons for the increase in income for participating communities, such as surveys of previous research. In addition, income effects of self-management fisheries participating communities can be positively attracted to communities that are currently sluggish or are in crisis, and communities that do not participate in self-management fisheries.
