Abstract

The management of the Naval Force Administration of the Kyungsang-Jwasuyeong in the late Chosun Dynasty based on the Document

In the late Chosun, the Kyungsang-Jwasuyeong(慶尙左水營) was the main forces(主鎭) of Kyungsang-Jwado(left district) naval force located in Dongrae-Bu(東萊府, Busan at present) facing Japan. Commander of naval force(Susa, 水使) in here had jurisdiction over 7 Jinbos(鎭堡) and Gijang-Hyeon(機張縣), Ulsan-Bu(蔚山府), as a Sok-Eup(屬邑). And Dongrae-Bu and each town in Kyungsang-Jwado in which these Jinbos and Suyeong(水營) were located were also managed by establishing districts under his jurisdiction in them : the Kyungsang-Jwasuyeong which supervised various administrative tasks might be military and administrative agency managing the naval force. In addition, while it was the forefront outpost against the invasion by Japanese pirates after the Imjin war, the only Waegwan(倭館) nationwide and it also played important roles in good-neighbor relation between two nations. Therefore, the Kyungsang-Jwasuyeong was the largest naval force throughout the others located in Kyungsang-do, Chungcheong-do and Jeolla-do. However, although a lot of related historical records have been discovered, few studies of them have been conducted, which are brief overview of only traditional military institution. Hence, it urgently requires a study to consider Kyungsang-Jwasuyeong from wider perspective, beyond the existing researches. Thus, this study has an intention to examine various figures of the Kyungsang-Jwasuyeong in the late Chosun in terms of administration : management of naval force administration through document administration. The naval force administration here means the all administrated implemented by the naval forces including Susa. And various data are used for the empirical and specific study of it. At first, this primarily examines management system of the Kyungsang-Jwasuyeong's naval force administration, contents and features of naval force administration tasks and document administration system on naval force administration. And the management of naval administration is investigated through some cases mostly engaging with military administration(軍政), Pine administration(松政) and administration against Japan(對日行政) which account for the heaviest weight in naval force administration tasks and exhibit. In addition, a fundamental reason which caused the distresses and difficulties experienced by the Kyungsang-Jwasuyeong in the management of naval force administration is examined. The Chosun age, a specific historical situation is also considered to multilaterally understand the Kyungsang-Jwasuyeong in the late Chosun. Thus, it can be found that the Kyungsang-Jwasuyeong was connected with general administration system in other jurisdictions including Dongrae-Bu as well as the Jinbos under it, and therefore, it was a part of local social governance. Of course, in the process, some difficulties might be occurred : conflicts with leaders of Gun-Hyeon(郡縣) administered by it including Dongrae-Bu and burdens of tasks themselves. Therefore, it can be found that the Kyungsang-Jwasuyeong in the late Chosun had a meaning beyond local military camp and performed various roles through wide scope of administrative capacity. Furthermore, since the Kyungsang-Jwasuyeong had a tremendous responsibility for not only Dongrae-Bu but also the whole nation, it can be supposed how great its status was throughout in the whole of Chosun. Thus, this study hopes to contribute to total understanding of Kyungsang-Jwasuyeong in the late Chosun in spite of limitation of data and historical specialty.
