중국의 어업관리 효율화에 관한 연구 -어업인 단체의 참여를 중심으로

Abstract

China is the biggest fishing country, since reform and opening-up of China, the super-speed and status go up of fisheries have been made significant progress. But according to the development of the fisheries, many problems have been occurred and needed to be resolved. one of them, the users of fishery and fisheries resources can not participate in the process of fisheries management. The management institution of chinese fishers should be innovated and reformed for solving these problems. To strengthen the management function of fisheries association is one of the desirable ways, that is made the fisheries association at fisheries management on the participation. However, the china's fisheries association is failed to achieve the supposed results at the present time. It is very necessary to study the fisheries association in a view on the participation, for improving the fisheries association and solving the problems in fisheries management. In view of this, the dissertation discusses the china's fisheries association in the instance and problems. Based on instance and problems, the study compared and analyzed the fisheries management characteristics of Japan and Korea. We propose a scheme that china's fisheries association should actively participate in the process of fisheries management activities. Suggestions include establishing the institution of fisheries associations, increasing the distribution function of aquaculture certificate and fishing licence and enhancing the government incentives. The progress of study is along with putting forward problems -analyzing problems-solving problems to discuss. It analyzes the problem of management and finds the solution. The aim of the study is to make people systematically learn the role, function and the mechanism of operation and recognize that it is an ideal way to solve problems of China's fisheries management by establishing fisheries associations.
