선거가 지방자치단체의재정 운용에 미치는 영향에 관한 연구

Abstract

The purpose of this study is to examine the effects of elections on the financial management of local governments in Korea and Taiwan. For this purpose, this study conducted the research in the following ways: First, the history and current status of the local autonomy system in Korea and Taiwan were explored. This study aims to investigate the characteristics and intensity of decentralization and fiscal decentralization of each country and to investigate whether elections can affect financial management. Second, the theoretical consideration of the political economic cycle theory, which is the core theory of this study, is to be conducted. For this purpose, the study analyzed the theory of political economic cycle and budget circulation conducted in Korea and Taiwan as well as around the world. This is to understand the flow of political economic circulation research and to form a theoretical framework, and to select factors that can affect the financial management of local governments in addition to elections and to use them together as variables. Third, quantitative analysis is conducted based on the hypotheses and variables constructed through the previous theoretical review and literature research. Finally, based on the results of the analysis, the purpose of this study is to understand the influence of the election on the financial management of Korea and Taiwan. The spatial range of the study was set as metropolitan municipalities in Korea and Taiwan, and correlation analysis, t-test, and multiple regression analysis were used for analysis. The results of the analysis showed that the election had a limited effect on the financial management of Korea and Taiwan.In particular, both Korea and Taiwan were able to confirm that the increase and decrease of economic development costs has a great impact. The rate of increase and decrease of economic development costs during the election was decreasing.

본 연구는 한국과 대만의 지방자치단체의 재정 운용에 선거가 어떠한 영향을 미치는가에 대해 살펴보는 것을 목적으로 하였다. 이를 위해 본 연구는 다음과 같은 방법으로 연구를 진행하였다. 먼저, 선행된 한국과 대만의 지방자치 제도에 대한 역사와 현황에 대한 탐색을 실시하였다. 이를 통해 각국의 지방분권과 재정분권의 성격과 강도를 확인하여 선거가 재정 운용에 영향을 미칠 수 있는지에 대해 탐색하고자 한다. 둘째, 본 연구의 핵심적인 이론인 정치적 경기 순환 이론에 대한 이론적 고찰을 실시하고자 한다. 이를 위해 한국과 대만은 물론 세계 각국을 대상으로 진행된 정치적 경기 순환 및 예산 순환 이론 연구의 분석을 시행하였다. 이는 정치적 경기 순환 연구의 흐름을 파악하여 이론적 틀을 구성함은 물론, 선거 이외에 지방자치단체의 재정운용에 미칠 수 있는 요인을 선정 하여 변수로서 함께 사용하기 위함이다. 셋째, 앞선 이론적 고찰과 문헌 연구를 통해 구성된 가설과 변수를 토대로 양적분석을 실시하고자 한다. 끝으로 이를 통해 도출된 분석 결과를 토대로 한국과 대만의 재정 운용에 선거가 미친 영향을 파악하여 본 연구의 목적을 달성하고자 한다. 연구의 공간적 범위는 한국과 대만의 광역자치단체로 설정하였으며, 분석방법은 상관분석과 t-test, 다중회귀분석이 사용되었다. 분석결과 한국과 대만의 재정운용에 선거가 제한적으로 영향을 미치고 있음을 확인할 수 있었다. 특히 한국과 대만 모두 경제개발비의 증감에 큰 영향을 미치고 있음을 확인할 수 있었는데, 선거가 진행되는 해 경제개발비의 증감률은 감소하는 것으로 나타났다.
