국립과학관법인 운영 효율화 방안을 위한 연구

Abstract

우리나라는 4차 산업혁명 등 급격한 과학기술의 변화에 대응하고 국민들의 과학에 대한 이해도를 올리기 위해, 정부에서 지방자치단체와 협약하여 국립광주과학관, 국립대구과학관, 국립부산과학관 등 3개 국립과학관을 법인으로 설립하여 운영하고 있다. 기존의 국립중앙과학관과 국립과천과학관은 국가에서 직접 운영하는 기관이기 때문에 기관이 인력이나 예산 등에서 안정적으로 운영되고 있어, 경영효율화에 대한 중요성이 크게 인식되지 않고 있다. 반면에, 광주와 대구, 부산의 3개 과학관은 법인으로 운영되기 때문에 안정적인 예산 확보와 적정한 인력 운영 등을 통하여 경영 효율화를 기해야 함으로, 기관의 설립 목적과 기능 그리고 역할 등에 대한 명확한 방향이 설정되어야 하고, 조직운영의 효율성 제고가 반드시 필요하다고 하겠다. 3개 과학관은 경영 안정화와 조직운영 효율화가 필요함에도 불구하고, 그동안 기능과 역할에 대한 방향과 조직운영의 효율화에 대한 연구는 전무하였다. 이에 본 연구에서는 과학관 개요, 과학관의 변천 현황, 과학관 비교분석, 정부의 관련정책을 조사 분석하였다. 또한, 관련 선행연구인 ‘과학관의 새로운 역할에 대한 고찰’, ‘국립부산과학관의 성공적 운영방안’, ‘국립부산과학관의 중장기 발전 방안 수립 연구’, ‘국립부산과학관 조직운영 모델 제안 컨설팅’, 그리고 ‘부산과학관의 기능·역할 재정립 및 효율적 조직운영 위한 방안 연구’, ‘과학관이 지역사회에 미치는 영향’ 등을 비교·분석하였다. 또한, 3개 과학관의 대내외 SWOT분석을 통해 경영전략의 방향성을 도출하고, 3개 과학관의 비전과 전략 및 경영전략을 비교 분석하여 기능과 역할 재정립 방안을 도출하는 기초자료로 활용하였다. 아울러, 조직운영 효율화 방안에 관한 연구는 3개 과학관의 선임급 이상 직원들 대상으로 설문을 통한 AHP분석을 하여 경영관리 항목별 중요도를 도출하여 조직운영의 효율화 방안을 항목별로 제시하였다. 이렇게, 과학관과 관련된 정책과 환경, 선행연구, SWOT분석 등을 통해, 과학관의 기능·역할 재정립 개선방향으로, ‘고객참여의 과학문화 서비스제공과 사회적 가치 실현’, ‘타 과학관과의 상시협의체 운영 등 유관기관 협력’, ‘지역특화 콘텐츠 확대’, ‘공공기관으로서의 사회공헌활동 등 사회적 책임을 강화하여 과학관에 대한 긍정적 이미지를 제고하는 것’ 등을 제안하였다. 기능과 역할 재정립을 위한 세부 개선방안으로는 대내외 환경변화에 대응하기 위해서는 고객소통 확대, 다양한 과학문화 행사 강화, 미래인재 양성을 위한 창의 교육 확대, 과학관의 사회적 가치 실현 등을 제안하였으며, 핵심 정책과제에 대응하기 위해서는 고객 중심의 서비스 혁신 추진, 유관기관과의 협력을 통한 전시·교육 기능 강화, 지역에 특화된 콘텐츠 강화 등의 방안을 제안하였으며, 경영혁신을 위한 개선방안으로는 고객가치를 우선적으로 하는 경영체계 구축, 직원 의견 수렴 등 소통창구를 통한 건전한 조직문화 구축, 업무혁신을 통한 스마트 업무환경구축 등을 제안하였다. AHP분석을 통한 3개 과학관의 경영관리요소의 중요도는 상위계층에서는 조직프로세스, 업무수행, 인력운영 등의 순위로 나타났으며, 하위계층에서는 협업·협조, 조직구조, 인사시스템, 직원소양, 보수·복지, 전략실행, 업무분장, 업무량, 직원교육 순으로 나타났으며, 본 AHP분석의 결과를 기초로 하여 3개 과학관의 조직운영 효율화 개선방안을 경영관리 요소별로 구분하여 제시하였다.

In order to respond to the rapid changes in science and technology and raise the public's understanding of science, the nation has established and operated three national science museums - the Gwangju National Science Museum, the Daegu National Science Museum and the Busan National Science Museum - as corporations. Since the National Science Museum and Gwacheon National Science Museum are state-run organizations, the importance of management efficiency is not recognized much. On the other hand, the three science museums in Gwangju, Daegu and Busan are run by corporations, so I will say that it is necessary to enhance the efficiency of organizational operations. Despite the need for streamlining organizational operations, there has been no research on streamlining organizational operations. In this study, an overview of the science museum, the status of the changes in the science museums, the comparative analysis of the operation status of each science museum, and the related policies of the government. In addition, the related prior research, ‘A Study on the New Role of the Science Museum’, ‘Successful Operation Plan of the National Busan National Science Museum’, ‘A Consultation on the National Busan National Science Museum’s Organizational Operation Model’ and ‘A Study on the Efficient Organizational Management of the National Busan Science Museum’ were analyzed. In addition, the direction of management strategy was derived through SWOT analysis at home and abroad of the three science museums to derive measures for re-establishment of functions and roles. In addition, the importance of each management item was derived through the AHP analysis for senior-level or higher employees of three science museums through a study on how to streamline organizational operations. The measures for improving functions and roles were proposed to expand customer communication, enhance diverse scientific and cultural events, expand education of creativity to foster future talent, and realize the social value of science views in order to cope with changes in the environment at home and abroad. To respond to key policy tasks, the government proposed measures such as promoting innovation in services centered on customers, strengthening wartime and education functions through cooperation with related agencies, and strengthening local-specific contents. As a way to improve management innovation, it proposed establishing a management system that prioritized customer value, establishing a sound organizational culture through communication channels such as collecting opinions from employees, and establishing a smart working environment through business innovation. The importance of the management elements of the three science museums through AHP analysis was shown to be the ranking of organizational processes, performance of tasks, and human resource management among the higher classes. The lower levels were shown in the order of collaboration and cooperation, organizational structure, personnel system, staff training, remuneration and welfare, strategic execution, work department, workload, and staff education, and the three science museums were presented separately by management elements. It is hoped that the three science museums proposed in this study will be reflected in the management of the science museums to help the development of the institution. In addition, it is expected that the three science museums will jointly conduct a follow-up study to analyze the entire management of the science museum and draw up measures to improve the management of the museum, which will involve policy makers and academic experts and reflect the opinions of the customers.
