Abstract

Ministry of Land, Infrastructure and Transport enacted the Construction Technology Management Law on October 24, 1987, and On May 23, 2014, the Law was completely amended to the Construction Technology Promotion Law. The Construction Technology Promotion Law provided that realistic construction project management costs and technicians could be deployed when it was integrated into the 'Cost Plus a Fee Method' considering the characteristics, difficulty, and duration of the construction project in order to calculate the appropriate construction project management price. However, due to the duality of calculating the price of construction project management among government agencies, the proper price has not been applied. The Ministry of Strategy and Finance continued to use the "Construction Cost Rate Method," which is calculated by multiplying the construction cost by a certain rate according to the "Detailed Guidelines for the Preparation of the Budget Plan and the Fund Management Plan," and identified problems that are significantly lower than those calculated under the "Cost Plus a Fee Method.“ As the Ministry of Strategy and Finance allocated the budget to the Ministry of Land, Infrastructure and Transport, it confirmed that the construction project management cases recently ordered and operated were being applied unreasonably. As a result, due to the lack of cost, the arrangement of technicians was not made properly, resulting in various problems such as deterioration of quality, risk of safety accidents, and concerns about unsuccessful construction. First, it is the unification of the calculation method of construction project management cost standard. The Ministry of Strategy and Finance and the Ministry of Land, Infrastructure and Transport must cooperate with each other to establish a realistic calculation method for construction project management. Second, if the standard of consideration under the "Construction Cost Rate Method" is maintained, the rate should be adjusted to the extent that it is allowed to perform the construction project management work through consultation among government ministries and measures to take into account the duration of the construction work. The proper price is due to the proper arrangement of technicians to ensure smooth work performance and quality and safety management, and to provide high-quality services to the people to be used after completion. Third, 'Cost Plus a Fee Method' should establish a detailed standard for direct cost calculation and a settlement manual for the actual cost usage. If detailed standards and manuals are established, the price of proper and transparent construction project management can be determined. Fourth, the unification of construction project management terms. Currently used by the Ministry of Planning and Finance, the term 'supervision' has been announced as 'construction management' under the 'Construction Technology Promotion Law.
