Abstract

Air pollution is one of the environmental problems that has the greatest impact on human survival, and it is also an inevitable result of extensive economic development. Since 2010, China ’s air pollution problem has become increasingly serious and it has also seriously affected human health in China. In particular, Shanxi Province is rich in coal resources, and coal industry has been a very important industrial factor. Coal has been used as an energy source in everyday life. As a result, there are considerable air pollution problems throughout Shanxi. Moreover, the China's air quality problem has been very serious not only in China but also in neighboring countries and around the world. This study intends to analyze the contents and characteristics of air quality management policies taken by the China central government and the Shanxi Provincial government. And this thesis examines the development process of Shanxi's air management policy in comparison with those policies of the central government. The purpose of this study is to examine how China's air pollution management policy is spreading from the central government to the local governments in terms of intergovernmental relations in China. This study tries to present policy alternatives suitable for Shanxi regional characteristics such as socio-economic conditions, in particular coal industry as well as electricity power generation plants in the Shanxi province. It also reviews the policy acceptance pattern of the Shanxi Provincial government through comparing their air quality policies and programs with those of the central governments. The first chapter introduces the purpose, method and scope of this thesis. Chapter 2 summarizes the theoretical discussions related to the general characteristics of the intergovernmental relations in China. The major air quality management policies and programs of the China central government as well as those of the Shanxi Provincial government have been discussed on Chapter 3. In addition, this study analyzes the linkage and limitations of China's local government (Shanxi) air management policy and central government policy. Chapter 4 presents policy implications and limitations of this study. This thesis recommends the several policy alternatives for the Shanxi Provincial government including the specification of the central government policies for increasing practicability in the Shanxi Provincial government; the formulation of air quality management policies and programs suitable for the Shanxi province; the new program device and implementation procedures of the air quality management in the Shanxi Provincial government.
