특허지표를 활용한 지역주력기술 발굴을 위한 연구

Abstract

As the corporate strategies utilizing intellectual property rights are diffused in the era of the fourth industrial revolution, the relative importance of intangible assets is being increased. Recently, the need to securing patents for reinforcement of technology competitiveness as well as patent applications are carried out actively. Governments and local governments are supporting various policies such as patent application, research and development, and technology commercialization, etc. In particular, local governments are discovering the specialized industry for the autonomous competence and the economic growth to cultivate regional flagship industries. However, due to the low growth and the prolonged economic recession in the world, the reorganization of the regional flagship industry is also required. The local governments need to secure the key technologies for stable growth of the flagship industries, and the securing for patents utilization are being emerged. Various analyses for securing of the key technologies, are being implemented through finding the directions for technology development, predicting of the utilized technology, and Searching the blank technologies, etc. by utilizing the patent information. In the literature, the usefulness of the methodology utilizing an analysis of the patent information as well as patent indices has been presented for the application of the blank technologies to become the key for the flagship technologies of Gyeongsangnam-do. Among the fourth industrial revolution technologies, the convergence technology of big data, artificial intelligence, and internet of things technologies have been proposed, and the key blank technologies for the flagship industry areas have been derived. In particular, the regional intellectual property competence was diagnosed through the patent competence of Gyeongsangnam-do, and the blank technologies was verified by the industrial technology levels of the relevant technologies and the national science information service technologies to derive the blank technologies for the regional key technologies of Gyeongsangnam-do. The regional key technologies were analyzed according to the patent indices, and the application plans of the individually produced blank technologies in the areas of hydrogen car, radiation medical instrument, oriental medicine medical instrument, air-borne drone and underwater drone, etc. were derived through utilization of patents.

4차산업혁명 시대에 지식재산권을 활용한 기업전략이 확산되면서 무형 자산의 비중 높아지고 있다. 기술경쟁력 강화를 위해 특허확보의 필요성과 특허출원이 활발히 이루어지고 있는 시점이다. 정부와 지방자치단체는 기술경쟁력 우위를 위해 특허 출원 및 연구개발, 기술사업화 등 다양한 지원정책을 병행하여 지원하고 있다. 특히, 지방자치단체는 자치역량 및 경제성장을 위해 특화형 산업을 발굴하고 지역주력산업으로 육성하고 있다. 그러나 국내외 저성장 국면이 장기화되고, 경기불황 장기침체로 인해 지역의 주력산업 또한 재편을 요구받고 있다. 지방자치단체는 주력 산업의 안정적인 육성을 위해 주력 기술 확보가 필요하며, 이러한 주력 기술 확보를 위해 특허 활용에 대한 필요성이 대두되고 있다. 주력 기술 확보는 특허정보 자료를 바탕으로 기술개발 방향성 파악, 활용 기술개발을 예측, 공백 기술을 발굴 등을 특허정보를 통해 다양한 분석이 진행되고 있다. 본 연구에서는 경상남도의 주력 산업분야에 핵심이 될 공백기술 적용을 위해 특허 정보 기반의 분석과 특허지표를 적용한 방법론의 유용성을 제시하였다. 4차 산업 혁명기술 중 빅데이터, 인공지능, 사물인터넷 기술의 융합기술을 제안하고, 주력산업분야의 핵심 공백기술을 도출하였다. 특히 경상남도의 특허역량과 산업 환경 분석을 통해 지역 지식재산 역량을 진단하고, 경상남도 지역 주력 산업의 공백기술 도출을 위해 해당 기술의 산업 기술수준과 국가 과학 정보서비스 기술 분석하여 공백기술을 검증하였다. 지역 주력 기술을 특허지표에 따라 분석하고, 개별적으로 산출된 공백기술을 전 세계 출원 및 등록 특허를 활용하여 수소전기차 분야, 방사선 의료기기 분야, 한방 의료기기 분야, 항공 드론과 수중 드론 분야에 대한 공백기술의 적용방안을 도출하였다.
