공공기관 이전에 따른 지역 경제 효과성 분석

Abstract

본 논문의 목적은 공공기관 이전이 부산지역 경제 변화에 미치는 영향을 분석하는 것이다. 정부는 공공기관 이전을 통해 크게 두 가지 목적을 내세웠다. 첫째는, 수도권 과밀현상 완화이고 둘째는, 지방 경쟁력 강화이다. 본 연구에서는 둘째 목적에 초점을 맞춰 공공기관 이전이 지방 경쟁력 강화의 목적을 달성했는지 확인하고자 한다. 왜냐하면 수도권 과밀현상 완화 효과를 파악하기 위해서는 이전 공공기관이 지역에 정착하여 오랜 기간이 지나야 하기에 수도권 과밀현상 완화를 분석하기에는 이르다고 판단했기 때문이다. 따라서 부산으로 이전한 공공기관 이후 지역의 경제적 변화를 살펴보고자 한다. 본 연구는 3가지 측면에서 부산으로 이전한 공공기관이 지역에 미치는 효과에 대해 검증하였다. 첫째는 공공기관 이전지역과 비이전지역의 연도별 경제효과 비교를 통한 분석이다. 둘째는 공공기관 이전지역(區)의 시간 경과에 따른 지역 경제 효과 분석이다. 셋째는 부산 전체 지역(區)을 대상으로 시간 경과에 따른 지역 경제 효과분석이다. 공공기관 이전이 지역에 미치는 영향을 살펴보기 위해 이전 공공기관의 특성(독립변수)으로는 이전기관수, 이전 직원 수, 이전비용으로 설정하였고, 지역 경제성장을 확인하는 지표(종속변수)로는 재정자립도, 지방세, 지역내총생산(GRDP)를 활용하였다. 집단 간 비교를 위해서는 맨-휘트니 검증 방법을 활용하였고, 공공기관 이전이 지역에 미치는 영향을 살펴보기 위해서는 패널 회귀분석을 활용하였다. 분석 결과 첫째, 공공기관 이전지역과 비이전지역의 당해연도 경제지표 비교 결과 2018년 지역내총생산(GRDP)에서 집단 간 차이가 나타났으나, 그 외에는 차이가 나타나지 않았다. 부산으로 이전한 공공기관의 규모가 작고 1-2개 기관이 이전하다 보니 구(區) 단위의 경제지표에 영향을 미치지 못한 것으로 해석된다. 2018년은 공공기관 이전이 완료된 연도이기도 하고, 이전에 이전 완료된 공공기관이 지역에 정착하면서 지역내총생산에 차이가 나타난 것으로 해석된다. 둘째, 이전지역만을 대상으로 공공기관 이전이 지역에 미친 경제적 영향력을 분석한 결과 효과가 나타나지 않았다. 셋째, 부산 이전지역을 대상으로 공공기관이 지역에 미친 경제적 영향력을 분석한 결과 이전한 공공기관 수가 많을수록 지방세와 지역내총생산(GRDP) 증가에 영향을 미치는 것을 확인하였다. 이러한 결과를 통해 공공기관 이전 정책의 실효성을 확인할 수 있었다. 부산지역에 초점을 분석한 결과 부산으로 이전한 공공기관은 지역 경제 활성화에 효과를 보였다. 향후 시간이 더 지난다면 공공기관 이전지역의 경제효과가 주변지역에 영향을 미쳐 궁극적으로 부산시 전역으로 경제효과가 퍼져나갈 것으로 기대한다.

The purpose of this study is to investigate the impact of the relocation of public organizations on economic change in Busan. The government has made two main objectives through the relocation of public organizations. The first is to ease overcrowding in the metropolitan area, and the second is to strengthen local competitiveness. The study focused on the second purpose and tried to confirm whether the relocation of public organizations achieved the goal of strengthening regional competitiveness. The reason is that it is too early to solve the overcrowding problem in the metropolitan area because the relocated public organizations have to settle in the area for a long time. Therefore, I would like to examine the economic changes in the region after the relocation of public institutions to Busan. This study verified the effect of public institutions that moved to Busan on the region in three aspects. The first is an analysis through comparison of the economic effects of relocation areas of public institutions and non-relocation areas. The second is the analysis of regional economic effects over time in areas where public institutions are relocated. The third is the analysis of regional economic effects over time for the entire Busan area. In order to examine the impact of relocation of public institutions on the region, independent variables were set as the number of relocation institutions, number of relocation employees, and relocation costs, and as dependent variables, financial independence, local taxes, and gross regional domestic product (GRDP) were used. For comparison between groups, the Mann–Whitney U test was used, and panel regression analysis was used to examine the effect of relocation of public institutions on the region. As a result of the analysis, first, as a result of comparing economic indicators for the current year in relocation and non-relocation areas of public institutions, there was a difference between groups in GRDP in 2018, but no other difference. It is interpreted that the size of public institutions that moved to Busan was small and 1-2 institutions moved, so it did not affect the regional economic indicators. 2018 is also the year when the relocation of public institutions was completed, and it is interpreted that there was a difference in GRDP as public institutions that had previously completed the relocation settled in the region. Second, as a result of analyzing the economic influence of the relocation of public institutions on the region only for the relocation area, there was no effect. Third, as a result of analyzing the economic influence of public institutions on the region in Busan, it was confirmed that the larger the number of public institutions transferred, the more local taxes and GRDP increase. It was found that public institutions that moved to Busan showed an effect on revitalizing the local economy. In the future, the economic effect of the relocation of public institutions is expected to affect the surrounding area and ultimately spread throughout Busan.
